As per Korean contracting procedures, there should be two tender period before potential project de-scoping and negotiations can take place. This second Tender is meant to provide a consolidated package of all questions and information provided during the initial tender. The late issuance of an Addendum did not allow bidders to incorporate this information into their bid pricing.
