The Virgin Valley Water District (the "District") is seeking sealed bids for certain construction or work to be performed referred to as: Pioneer Blvd Waterline Replacement (the "Project"). The Project is to be performed within the City of Mesquite, Clark County, Nevada. The following is a summary description of the Project: The Project consists of installing approximately 4,400 feet of 16-inch Ductile Iron Pipe for a new transmission line in Mesquite, Nevada. The project will connect onto an existing 12-inch line at Mesquite Heights Road and will end at a proposed well site along Wingate Drive. Work also includes installing approximately 1,700 feet of 10" PVC line to loop the water system between pressure zones and installing 450 feet of 8" PVC to route the existing distribution line out of a roundabout.Bids must be submitted on the documents provided and must be accompanied by a bid security in the amount of five percent of the Bid.Pursuant NRS 338.147 or NRS 338.1389, as applicable, a Bidder seeking to qualify to receive a "preference in bidding" must submit a Nevada State Contractor's Board Certificate of Eligibility evidencing the preferential status. Said certificate must be attached to and submitted with the Bid. The District reserves the right to reject any and all Bids or to waive any informalities or minor defects in a Bid in the District's sole discretion to the extent allowed by law. Any award will be on the basis of the lowest responsible Bidder, unit price, conformance to plans and specifications, Bidder's qualifications, full and accurate completion of the Bid documents, the extent to which the District judges the Bid to be in the best interests of the public (338.143(5)(c)), and other appropriate factors as may be permitted by Nevada law. If the estimated cost of project exceeds $250,000, then the award will be to the Bidder who submits the "best bid" (see NRS 338.147).
