Site work and renovation of a water / sewer project in Freeport, Pennsylvania. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
Equipment and Services to be provided shall be according to the specifications which are on file at the office of KLH ENGINEERS, INC., 5173 Campbells Run Road, Pittsburgh, Pennsylvania, 15205, and at the Freeport Borough Office. All construction work is proposed to be performed at the Freeport Borough Wastewater Treatment Plant, 19 Market Street, Freeport, PA 16229 in Freeport Borough, Armstrong County, Pennsylvania. AE Project No.: 20104 Contract 2021-01 General Mechanical Cost Estimate: $13,300,000 Contract 2021-02 Electrical Cost Estimate: $2,900,000 No Bid may be withdrawn for a period of one hundred twenty (120) days after the time of the opening of the bids. Contractor shall submit an E-Verify Program Verification in compliance with the Public Works Employment Verification Act 127 of 2012. Freeport Borough fully complies with the provisions of this act. All qualified bidders are invited to submit a proposal. Freeport Borough has established a 10% minority participation goal for all Prime Contractors bidding on the project, and any associated subcontractors hired by the prime contractors in order to complete the project. The goal relates to all construction related employees/trades to be employed on the project. Prime Contractors are required to provide a quarterly summary of minority participation in a format agreed to by Freeport Borough after the construction contracts are executed. CLARIFICATION DEADLINE 1/20/2023 5:00 PM This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, et al, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. Prime Contractors should use the Directory of Minority, Women and Section 3 Business Enterprises to solicit proposals from potential subcontractors. Materials utilized must comply with the American Iron and Steel Act. This project is funded in whole or in part with federal funds. DavisBacon wage rates and other federal requirements apply and are included in the bid documents. Attention is called to the fact that PennVest funding is being provided for this project and that the requirements of PennVest, Federal Minority Business Enterprise, and Women Business Enterprise as outlined in the specifications are to be adhered to, that not less than the minimum salaries and wages, as established by the Federal Davis-Bacon Wage rates must be paid on this project, and the CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color or national origin. Freeport borough reserves the right to award or to reject any And/or all portions thereof proposals submitted, and to waive Informalities in the bidding process if in the best interest of the Authority.
