The 7th District covers much of the Southeast quadrant of the city, including the neighborhood of Anacostia, Barry Farm, Naylor Gardens, and Washington Highlands. The District is home to such notable landmarks as Fort Stanton Park, the Frederick Douglas Home, and Boling Air Force Base., The District is home to such notable landmarks as Fort Stanton Park, the Frederick Douglas Home, and Boling Air Force Base. Over the course of the last decade, MPD has added the largest number of employees to the 7th District to address the calls for service and community policing efforts. The current facility has been remodeled several times over the course of the last decade to address the additional staffing and unit configurations that are deployed out of the 7th District. Beyond the size constraints, the building's mechanical, engineering, and plumbing ("MEP") systems are beyond the end of the life cycle's usefulness and the roofing system/exterior envelope needsto be replaced. The Project involvesthe design and construction of a new facility above the existing parking lot, north of the existing facility. The Davis-Bacon Act Wage Determination and 29 CFR 5.5 Davis Bacon Provision as stated in Attachment E, are applicable to this Project. As such, the Contractor and its trade subcontractors shall comply with the wage and reporting requirements imposed by that Act. At such time as the Contractor is preparing its GMP, the Contractor shall include the current Davis-Bacon wage rates in its GMP. Properly documented wages actually paid to Project foremen, construction workers, and other personnel in the direct employ of the Contractor, while engaged in approved Self-Performed Work, together with contributions, assessments, payroll taxes, or fringe benefits required by the laws or applicable collective bargaining agreements. Offerors are required to submit with their Proposals a bid bond in the amount of five percent (5%) of bid amount, in the form included as Attachment F. All bonding companies must be included on the Department of Treasurys Listing of Approved Sureties. Alternatively, Offerors may submit a cashiers check in lieu of a bid bond. The Agreement will require that the Contractor ensure that all trade subcontractors provide a payment and performance bond having a penal value equal to One Hundred Percent (100%) of the cost of the trade subcontract. All such bonds shall be written on a dual-obligee basis. The Department anticipates conducting the procurement of the Project in accordance with the Procurement Schedule. The Procurement Schedule is subject to revision and the Department reserves the right to modify this schedule as it finds necessary, in its sole discretion The Department has an approved construction budget of $55,800,000 Notice to Proceed & Letter Contract: on or about August 8, 2025 (projected) ; Construction Start - December 8, 2025 The Substantial Completion Date is September 20, 2027 ; The Final Completion Date is November 19, 2027
