The Twin Parish Port Commission is seeking assistance for engineering services under the Port Resiliency Improvements Program to be funded by the United States Department of Transportation, Maritime Administration, Port Resiliency Improvements FY2021 Port Infrastructure Development Program (PIDP.) The project for which funds have been requested consists of a public facilities project to construct a new manufacturing facility, add a shipping and receiving building, construct a crane pad, extend bulkheading, provide slip dredging, shore protection, and remove sunken vessels, dredging, and reconstruction and refurbishing of public commercial vessel docks in the area of the Town of Delcambre. The Twin Parish Port Commission is soliciting qualification statements from environmental consulting services to prepare the necessary environmental assessment in accordance with the attached MARAD (MAR-410.1 Office of Environmental Compliance) Guidance on the NEPA process for Grantees. (A project scope is also attached.) The agreement will be on a lump sum, fixed price basis (or cost reimbursement "not to exceed" basis), with payment terms to be negotiated with the selected officer. Reimbursement for services will be contingent on the Port Commission receiving funding from the PIDP. The maximum amount of program implementation engineering fees which can be paid for implementation with PIDP funds will be determined by the PIDP and may require adjustments in the proposed contract amount. The services to be provided for this project will include, but not be limited to: 1. Provide professional services to prepare and submit environmental assessments as may be required for this project. Respondents will be evaluated on the basis of the written materials submitted and according to the following factors. Sufficient information must be included in the qualification statement to address each of the four criteria thoroughly to assure that the correct number of points is assigned. Incomplete or incorrect information may result in a lower score. Scoring Criteria 1. Experience of the firm with NEPA, MARAD, or other federal agencies in seeking environmental clearance, permitting, assessments, or studies during the past five (5) calendar years. No previous experience 0 pts One to ten (10) such projects under contract or completed during past five (5) calendar years (identify Client, location and type of project) 15 pts More than ten (10) such projects under contract or completed during past five (5) calendar years (identify Client, location and type of project) 25 pts 2. Proximity of firm to Delcambre Less than 60 miles away 25 pts More than 60 miles away 5 pts 3. Length of time the firm or project engineer has been in business: Less than 5 years 10 pts 5 to 10 years 15 pts Over 10 years 25 pts 4. Previous experience with the Twin Parish Port Commission: Very satisfactory 25 pts Satisfactory 15 pts Unsatisfactory or no previous experience 0 pts The respondent with the highest score shall be awarded the environmental services contract. In the event of a tie for the highest score, oral interviews will be held with those firms. As a result of those interviews, the Twin Parish Port Commission will determine which firm will be selected to enter into contract negotiations.
