Site work, paving, outdoor lighting and new construction of a mixed-use development in East Fayetteville, North Carolina. Working plans call for the construction of a playground / park / athletic field; for site work for a playground / park / athletic field; for outdoor lighting for a playground / park / athletic field; sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

**As of March 6, 2023, bids received were rejected due to over the budget. Project will rebid but no definite date yet.** Extension of due date for questions to January 5, 2023 at 5:00 p.m Bids will be received for a single prime Contract. Bids shall be on a lump sum basis as indicated in the Bid Form. This project is funded by the American Rescue Plan Act of 2021. Potential bidders' attention is called to exhibits/appendices within regarding Federal procurement/contracting requirements. The Project is an eight-acre expansion of Veterans Park. The work scope includes earthwork, site walkways and pavilions, decorative concrete walls, site lighting, landscaping and utilities. Two alternates are proposed, one for construction of a parking lot, the second for construction of a pedestrian bridge over Cross Creek. Please note that significant earthwork has been recently performed onsite for the purpose of providing fill material for a separate City project. The awarded contractor shall be responsible for completing the remaining earthwork and constructing the plan elements of the project NOTE: This work falls under the Davis-Bacon Act, as amended (40 U.S.C. 276a to a-7), and the Contractor shall supply the City of Fayetteville with certified payroll documentation. The Davis-Bacon and Related Acts will apply to contractors and subcontractors performing construction, alteration, or repair with federally funded or assisted contracts of $2,000 or more. Under this Act, contractors shall be required to pay wages specified in a wage determination made by the Secretary of Labor. In addition, contractors shall be required to pay wages not less than once per week. A current copy of the prevailing wage rates is included in the Project Manual and Contractor shall attach a copy of his certified payroll to his payment applications. The award of contract shall be conditioned upon the acceptance of the wage determination. The City of Fayetteville encourages Minority Business Enterprises and Women Business Enterprises to respond. Bidders are responsible for monitoring this site for addenda and other pertinent documents. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. The Owner will not be responsible for full or partial sets of Bidding Documents, including Addenda, if any, obtained from sources other than the Issuing Office. The right is reserved to reject any or all bids and to waive all informalities concerning bid, or award bid to the lowest responsible bidder or bidders, taking into consideration quality, performance and the time specified in the proposals for the performance of the contract Questions regarding this bid must be submitted in writing to the attention of Ms. Kimberly Toon, City of Fayetteville, by e-mail to kimberlytoon@fayettevillenc.gov AND Mr. Jason Miles, City of Fayetteville, by e-mail to jasonmiles@fayettevillenc.gov no later than 5:00 PM Monday, December 26, 2022.
