The Project consists of the construction of various site improvements including concrete sidewalks, steel and wood band shell structure, water spray fountain, electrical service, drainage piping, water service, granite curbing, landscaping, and lighting, at the new City of Hornell Park at the northeast corner of Seneca and Genesee Streets, Hornell, NY 14843, as noted in the Bidding Documents dated December 2022 The Issuing Office for the Bidding Documents is the City of Hornell, 82 Main Street, Hornell, NY 14843. Prospective Bidders may examine or obtain the Bidding Documents at the Issuing Office, M-F, 8:30 AM to 4:00 PM. Prospective Bidders may also obtain the Bidding Documents from Rotolite Elliott, 1 Grove Street, Pittsford, NY 14534; (585) 385-1463; M-F, 8:00 AM - 5:00 PM. If you would like a set of Bidding Documents mailed to you, please provide an additional non-refundable check for $25.00 per set (or actual shipping cost, if higher) payable to Rotolite Elliott. Upon receipt of payment, Rotolite Elliott will mail Bidding Documents to you. The date that the Bidding Documents are mailed by Rotolite Elliott will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the above locations. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the above. Bid security shall be furnished in accordance with the Instructions to Bidders. All questions or requests for information must be submitted by 5:00 PM on January 5, 2023. o The requirements and procedures for business participation opportunities for New York State certified Minority- and Women-Owned Business Enterprises ("MWBE") and Equal Employment Opportunities ("EEO") for minority group members and women. o Participation opportunities for New York State certified Service-Disabled Veteran-Owned Businesses ("SDVOB"). o American Iron and Steel ("AIS") requirements. o New York State prevailing wage requirements. o Requirements regarding suspension and debarment. o Restrictions on lobbying. Prospective bidders should review the DOS requirements included in the Bidding Documents. The DOS program's MWBE combined goal for construction contracts of 30% of the contract value for any contract with a value above $100,000 shall govern instead of the CWSRF program's goal. MWBE combined goal for construction contracts is 30% of the contract value for any contract with a value above $100,000 SDVOB Program goals of 6%,
