The work shall consist of furnishing and spreading Mineral Well Brine dust palliatives on gravel roads in Gratiot County for dust prevention. The mineral well brine shall meet the following specifications: A. Calcium Chloride 17% minimum B. Magnesium Chloride 3% minimum C. Sodium Chloride 7% maximum D. Specific Gravity 1.22-1.24 at 68 degrees F Residual Brine from crude oil production will not be allowed. Each bidder shall provide a certified analysis of the natural brine that will be supplied to the Gratiot County Road Commission, along with the supplier's well number. All material and workmanship is to meet or exceed the current Michigan Department of Transportation Standard Specifications for construction requirements for Dust Palliatives Our current application rate is 2,000 gal/mile. This is required to be placed with double pass (1,000 gallons per pass) of mineral well brine. Spraying of mineral well brine across concrete pavement, asphalt pavement, or over bridge decks will not be allowed. It will be necessary to have a quick acting shut off valve mounted on the spray bar to ensure that the material is under control at all times. A twelve foot wide spray bar is required unless otherwise approved by the Road Commission. The successful bidder shall have sufficient distributors available to apply the mineral well brine in a satisfactory manner. The supplier of the mineral well brine must be able to deliver and apply 80,000 gallons of brine per day during normal business hours. All materials supplied by the gallon must be recorded on metered tickets. All meters must have a current Certificate of Conformance and be inspected and tested by a Weights and Measures Official prior to delivery in accordance with P.A. 283 of 1964 as amended. The Gratiot County Road Commission assumes responsibility for preparing the road surface by blading or other means, in advance of the spreading operation for a reasonably smooth surface on which to apply the mineral well brine. The bidder will provide a list of equipment to be used on the project. The Contractors equipment shall have working lights and signs to alert the traveling public. The bidder shall be responsible for CDL compliance of any and all employees/sub-contractors used in fulfilling the dust control applications. The Gratiot County Road Commission shall be held harmless for any claims directly attributed to the dust control application. The Gratiot County Road Commission reserves the right to reject any or all bids and to accept bids which is, in their opinion, in the best interest of the Road Commission. Contractors shall personally investigate the road conditions prior to bidding. Failure on the part of the contractor to investigate and inspect will not be grounds for additional compensation. Materials, equipment, components or completed work not in compliance shall be rejected by the Road Commission and shall be replaced by the contractor at no cost to the Road Commission. The solution shall be delivered and spread on Gratiot County gravel roads as directed by the EngineerManager or his representative. Spreading can be cancelled due to rain, at the discretion of the Gratiot County Road Commission where the chloride is being applied, without any extra charge. The Gratiot County Road Commission shall have the right to cancel the contract for non-performance should an inspection reveal that the contractors work results in a non-acceptable condition.
