The Town of Bedford, New Hampshire is soliciting proposals from qualified companies (the Consultant) to provide consulting and engineering services related to updating the Towns Pavement Management Program and the Towns Pavement Condition Index (PCI). Services are intended to be comprehensive and include all aspects of work needed to generate an updated PCI for the Town by street segment (approximately 190 centerline miles total). The Proposal shall be submitted in two sealed envelopes, addressed to the Town of Bedford NH, Department of Public Works and clearly marked. The first document shall be labeled TOB RFQ 11-2022 - Qualifications for Pavement Management Update and no cost information shall be included in this document. The second document shall be labeled TOB RFQ 11-2022 Cost Proposal - Pavement Management Update. The Contract shall include a check and verification of the PCI during the third year following final delivery of the updated PCI and all associated documents. The Contract shall also include an on-call service-based task for five (5) years as necessary to provide updates in all areas of this RFQ. The Town of Bedford reserves the right to accept or reject any and all qualification statements or any part thereof, and to waive any minor informalities as it deems to be in the best interest of the Town. The Town also reserves the right to conduct reasonable negotiations with low bidders and sole bidders. Failure to submit all information may declare a RFQ as non-responsive and subject to disqualification. The Town has the right to accept or reject any or all proposals in whole or in part if it is deemed to be in the Towns interest to do so. All Requests for Qualifications submission materials become the property of the Town of Bedford. Question Deadline 01/04/2023 Project related questions must be received via email and be directed to the GIS Coordinator, Brandon Boisvert at bboisvert@bedfordnh.org. Answers to all questions received will be published in an addendum no later than Friday, January 6, 2023. The method of contractor selection has not been determined at this time.
