The Center for Environmental Management of Military Lands (CEMML) at Colorado State University seeks firm pricing for non-native, invasive vegetation management services performed at Nellis Air Force Base (NAFB) and the Nevada Test and Training Range (NTTR), NV for a multi-year term. CEMML works closely with the Department of Defense, US Army Corps of Engineers, National Park Service, and other departments and agencies through cooperative agreements, grants, and contracts. Our resource management and planning, research, education, and outreach efforts inform military and other federal managers as they meet their dual mandates of using and conserving public-trust resources. Specifications are provided below. There are three invasive vegetation management projects at NAFB for the 2023 treatment season. Suppression of saltcedar (Tamarix chinensis) on NAFB and the NTTR is the top priority. Saltcedar, a.k.a. tamarisk, is documented within improved and unimproved areas. Annual monitoring surveys show regrowth from historic treatment efforts and new growth in disturbed areas of the installation. There are approximately ten treatment locations on NAFB and the NTTR. In addition to saltcedar, Malta starthistle (Centaurea melitensis; MST) is located on NAFB. MST is a Class A noxious weed in Nevada which reduces habitat quality for native species. Priority treatment areas include approximately 0.5 acre of MST. Treatment date ranges are listed in the project descriptions. See Exhibit A for images and area maps. Buyer's Requirements General Requirements - Federally Funded - FOB Destination Award Requirements - All or None Award Contractors must submit the DQ cover page with Ram head logo, signed. Contractors must fill in pricing in the pricing schedule. For new contractors to CSU or vendors with recent name changes or tax ID changes - Vendors must complete the W-9 and Vendor Size Self-Certification form with signature. Cover Letter Introducing your firm with at least three examples of similar projects of scope/nature with one of the projects showing experience working on military lands with reference contacts from these projects. The projects must demonstrate eco-friendly approaches to working in habitats containing sensitive flora and fauna. Please include your firm's history, resources, number of employees, and focus of services in the cover letter. Cover letters should specifically address your ability to provide the needed items from the qualifications section of the DQ. All Contractors must submit a Detailed Work Plan: Work Plan must include the following and address specific details for each project from the Projects and Objectives Section of the DQ: Types and capability of equipment and crew size to be used. Types and names of proposed herbicides. Time Schedule that provides start date and end date. Detailed operation plans - It is the expectation that the contractor will provide a finalized comprehensive treatment plan for priority projects. A copy of valid Pesticide Applicator's License. The Bidder may list any additional information or data not requested as part of this document quote for services, which the Bidder believes should be considered in the evaluation of a response. This is a Federal funded project and subject to compliance with Federal Uniform Guidance under the Procurement sections of (2 CFR 200.318-326). Awarded contractor(s) may be required to provide cost breakdown information, including labor (hours and hourly rates), materials, overhead, G&A, and profit AND a comparison of how the charges compare to other customers.
