The Town of Amherst, as Awarding Authority, invites SEALED BIDS for the procurement set forth below: 1. Complete testing of backflow devices in the Town 2. Complete cross connections surveys as needed by the Town The Town of Amherst has approximately one thousand (1,000) backflow devices, and requires approximately one thousand seven hundred fifty (1,750) backflow tests to be completed annually. The winning bidder will be expected to have sufficient licensed staff capable of completing all backflow tests, and required retests, on an annual basis to keep Amherst in compliance with 310 CMR 22.22. Further, the current testing schedule includes conducting tests throughout the year (that is, a percentage of the tests are completed each month). The winning bidder will be expected to continue the current monthly rotation testing schedule, and to coordinate with owners regarding times and dates that devices can be accessed. The Town typically reviews up to twenty (20) applications for proposed newly constructed or substantially modified industrial, commercial, agricultural, institutional, and municipal buildings. Further, the Town has a goal to re-survey twenty percent (20%) of installations on an annual basis. The winning bidder will be expected to have sufficient licensed staff capable of completing all necessary cross connection surveys to keep Amherst in compliance with 310 CMR 22.22. The Town of Amherst requires a computer listing of all backflow devices, tests and surveys be continually maintained. The winning bidder will be expected to have sufficient administrative staff capable of completing all necessary entries to keep Amherst in compliance with 310 CMR 22.22. The contract shall be for one (1) year with up to two (2) additional one-year (1yr) extensions at the sole discretion of the Town. The first year of the contract shall run from January 1, 2023 to December 31, 2023. The Town of Amherst reserves the right to reject any and all bids in whole or in part, and to waive informalities, when at its sole discretion is deemed to be in the best interests of the Town and to the extent permitted by law.
