The work to be done consists in general of, but is not limited to remove and replace curbs and gutters, sidewalks, drive approaches and curb ramps. Installation of trees and irrigation lines, street lights and trash cans Other items or details, not mentioned above, that are required by the typical sections, Standard Specifications or these special provisions shall be performed, placed, constructed or installed. Work will occur along the westside of 2nd St. between Harlow Ave. and California Ave. Contractor License Requirement(s): Class 'A' or 'C-8' Project Completion Time: 30 working days Proposed Council Action to Award: February 9, 2023 City Council Meeting Pre-Construction Meeting March 7, 2023 Construction Start Date: April 3, 2023 Construction End Date: May 12, 2023 Notice of Completion Council Action: June 8, 2023 Bidders are advised that, as required by federal law, the City of McFarland is implementing a Disadvantaged Business Enterprise requirements (DBE). The DBE Contract goal is 12 percent. Bids must be submitted on the Bid Proposal form provided by the City of McFarland. Each bid must be accompanied by one of the following forms of bidder's security equal to at least ten percent (10%) of the bid amount: (1) cash; (2) a cashier's check made payable to the City of McFarland; (3) a certified check made payable to the City of McFarland; or (4) a bidder's bond signed by a surety insurer who is licensed in California, made payable to the City of McFarland. Each bidder must be a licensed contractor as required by law at the time the contract is awarded. The bidder who is awarded the project contract will be allowed pursuant to Public Contract Code Section 22300 to substitute securities for the payment of funds withheld under the contract. In addition, the successful bidder must furnish: (1) a faithful performance bond in the amount of one hundred percent (100%) of the contract price; and (2) a payment bond (also referred to as a labor and material bond) in the amount of one hundred percent (100%) of the contract price. All bonds must be in a form approved by the City of McFarland and must conform to California law (see Code of Civil Procedure section 995.010 et seq.). All documents submitted in compliance with the requirements of this bid package and the contract must be scannable and photocopiable. The City hereby invokes its protest right under California Code of Civil Procedure 995.660 for any proposed surety bond submitted in satisfaction of the requirements of this agreement if the submitted bond is not issued by an admitted surety rated A-, VII or better by Best's Rating Service. Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening. Any such inquiries or questions, submitted after bid opening, will not be treated as a bid protest. Technical questions should be directed to BHT Engineering, Inc., telephone (661) 558-4641.
