The City of New Castle, Pennsylvania, hereinafter referred to as the "City," hereby requests written proposals from qualified individuals and entities to provide municipal solid waste, recycling and leaf waste collection and disposal. The City's current Agreement will expire on March 31, 2023 and the successful proposal will be effective for a period of three (3) years, beginning April 1, 2023. The Agreement may be extended for up to three (3) one-year options. Any individual or business entity service provider of said services must attend a pre-bid meeting. The objective of this competitive process is to select an individual or firm, to serve as a single hauler of collection services, which will provide the highest quality of work at a reasonable fee. The City of New Castle will evaluate the "Proposal for Services" submitted and will select the individual or entity deemed best qualified to perform these services. The Request for Proposals does not commit the City to award an Agreement, to pay any costs incurred in the preparation of a Proposal pursuant to this Request, or to procure an Agreement for services. The City reserves the rights to accept or reject any or all Proposals, to negotiate with all qualified sources, or to cancel in whole or in part, this Request for Proposals, if it is in the best interest of the City to do so. All qualified proposers will receive consideration without regard to race, religion, creed, color, sex, age, handicap, ancestry, or national origin in the Agreement award.
