Design plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; for paving for a bridge / tunnel; for outdoor lighting for a road / highway; road / highway; and road / highway.
As of May 20, 2024, per owner, design team has been identified. The RFQ was for Phase I/Phase II Engineering. They have just started Phase I. This will last 12-18 months. Phase II will follow and take another 12-18 months. Then after all IDOT approvals and ROW acquisition, they will be able to go out for bid in November 2027 and for construction in 2028. December 19, 2022 Vendor Questions Submitted via E-Mail Due No Later than 4:00PM CST December 22, 2022 Vendor Questions Answered via Addendum No Later than 4:00PM CST Qualifications are requested for Phase I and Phase II Engineering Services for the Charles Road over Slough Creek (056-3006) bridge rehabilitation/reconstruction project within the County of McHenry McHenry County Division of Transportation desire to contract with a qualified engineering firm to assist the County of McHenry in developing Phase I and Phase II Engineering for the rehabilitation or replacement of the Charles Road over Slough Creek (056-3006) County bridge. All work shall conform to IDOT/FHWA policies and procedures for federal aid projects and will be completed under applicable BLR and BDE Manuals. The Charles Road bridge (SN 056-3006) was originally constructed in 1947 as a 31-foot single span concrete slab bridge on closed concrete abutments. The superstructure was reconstructed in 1984 with PPC deck beams. The sufficiency rating is 61.7 (2022), and the superstructure is rated 4 (poor) and substructure rated 5 (fair). The sufficiency rating was 81.8 and 63.1 in 2018 and 2020, respectively. Guardrail is mounted to the outside beams. Temporary concrete barriers were placed along the north side of the bridge in 2018 due to a guardrail hit that damaged the outside beam. The bridge roadway width is 40 feet. The approach roadway width is 32 feet. The bridge is open with no load restrictions. The Charles Road bridge is located 400 feet east of the Charles Road/Alden Road/Nelson Road three-legged intersection. The Nelson Road approach is stop controlled. All approaches are on horizontal curves. There is a mast arm street light mounted on a wood pole in the south quadrant. The Charles/Alden/Nelson Road intersection is identified as a high-tier intersection on the 2017 Local Jurisdiction Safety Tier map. Within the influence of the bridge (limits of guardrail), there were 6 crashes of which three resulted in injuries from fixed objects. Within the influence of the intersection (200 feet each leg), there were 15 crashes of which two resulted in injuries. Intersection improvements should also be considered as a part of this bridge rehabilitation/reconstruction project.
