The City of Bellingham ("City") is issuing this request for qualifications (RFQ) (Invitation No. 4B-2023) from consulting firms interested in providing professional design services for the Primary Sludge Tank Replacement project (City Project Number EU194). The Primary Sludge Tank Replacement Project will include the design of a replacement sludge storage tank system at the City of Bellingham Post Point Resource Recovery Center. This municipal owned wastewater treatment facility operates 24hrs per day and is critical City infrastructure. The Primary Sludge tank functions as a component of the Solids Handling operation and has reached the end of useful life. The existing tank is expected to be replaced with a dual-tank system at a new location within the facility. Design work for this project will include: feasibility review and study of the proposed tank location & size, preparation of plans, specifications and cost estimates to create a bid-ready document package, associated permitting, and other services as required to complete the design work. Services, including professional engineering services, and construction engineering and/or administration, may be added/removed from the contract contingent upon funding availability and project needs.
