The Virginia Public Procurement Act (VPPA) 9. Age Discrimination Act of 1975 By signing its SOQ, the offeror certifies that it does not and will not during the performance of this contract violate the provisions of the Federal Immigration Reform and Control Act of 1986, which prohibits the employment of illegal aliens. The EDA reserves the right to accept or reject any or all submissions and to waive any formalities or technicalities it deems appropriate. Statements of Qualifications (SOQ) from qualified firms/individuals for professional engineering, architecture and related services in support of the EDA's projects on an openend basis. Professional services are required to support the planning, design, permitting, bidding, resident project representation, construction administration, architecture, and related services in support of various projects within Lee County, Virginia. The EDA proposes to award a single master services agreement to the selected firm. As this is a formal invitation, no faxed or electronic SOQs will be accepted. Offerors will be evaluated based on the factors outlined in this Advertisement. Informal interviews may be conducted. Following the evaluation process, offerors will be ranked, and negotiations will begin with the top-ranked offeror. If an agreement is satisfactory and advantageous to the EDA and considered fair and reasonable, the award shall be made to that offeror. Otherwise, negotiations with the offeror ranked first shall be formally terminated and negotiations conducted with the offeror ranked second, and so on until a satisfactory agreement is reached.
