Competitive Sealed Proposals for the work identified below in accordance with Proposal Documents thereof and such addenda thereto as may be issued prior to date of proposal opening will be received by the Board of Trustees, Beaumont Independent School District, until proposal closing date and time, as identified below. Questions must be received no later than 2:00 p.m. Friday, April 21, 2023. Questions will be responded to no later than 10:00 a.m. Wednesday, April 26, 2023. All proposals must be in the hands of the Owner no later than the time specified above. Please seal all proposals in duplicate in an envelope with the following information on the face of the envelope. Sealed Base Proposal for CSP 23.13 Boiler Upgrades No proposal shall be withdrawn within 30 days after the proposal opening without the specific consent of the Owner. PROPOSAL BOND: A Bidder's Bond from a bonding company acceptable to the Owner, or a cashier's check, or a certified check, in an amount equal to or greater than 10% of the greatest amount proposed must accompany each proposer's proposal. PAYMENT BOND AND PERFORMANCE BOND: A Payment Bond and Performance Bond, each in an amount equal to or greater than 100% of the Contract Sum conditioned upon the faithful performance of the Contract will be required. Please note that all bonding companies presented must be acceptable to the Owner. Competitive Sealed Proposals will be accepted from qualified Proposers only, for the entire scope of work described in the Proposal Documents. As a prerequisite to qualifying for the award of contract for this Work, each Proposer must complete all items of the Contractor Information and Experience Statement (AIA Document A305). The document may be obtained from the Houston Chapter of the American Institute of Architects, 902 Commerce St., Houston, TX 77002, (713) 520-0155. In addition to information required in Document A305, Proposers shall also address the selection criteria issues listed within the Instruction to proposers' document. Completed Document A305, proposed project team with resumes for all project staff, and other requested information must be submitted prior to the receipt of Proposals. The A305 and all corresponding documentation shall be combined into a single PDF document and either emailed or transmitted electronically via a file share service including explicit instructions of how to gain access to documents. Contractor shall confirm receipt of A305 and all corresponding documentation with the Owner prior to the stated due date and time. References provided shall include name and current email address. The above-described information shall be submitted to the Engineer by Thursday, January 19, 2023 @ 3:00 PM. Attention: Sharon Slauta (sharon.slauta@salasobrien.com) The prevailing rates of wages are the minimums that must be paid in conformance with all applicable laws of the State of Texas. All General Contractors submitting a proposal are encouraged to attend the proposal opening. Subcontractors and Suppliers intending to submit proposals to General Construction Proposers are required to prepare their proposal/bids based on a complete set of documents. If after reviewing the complete set of documents, Subcontractors and Supplier Proposers desire to purchase individual drawings and specification sections for their convenience, they may do so by ordering the specific drawings and specifications directly from the reproduction company. Each proposer purchasing a partial set of documents is responsible for determining exactly which documents he requires and is responsible for all costs associated with printing and delivery. Subcontractors and Suppliers exercising this option must agree to do so on the basis that 1) all documents shall be returned to the Engineer, without refund, after receipt of proposals and 2) documents shall not be used on other construction projects. Successful Subcontractors and Supplier Proposers may retain their Documents until completion of the construction. The Owner reserves the right to reject any and all proposals and to waive any informality in proposals.
