The University seeks Contractors with demonstrated JOC experience in mechanical renovation and modernization to existing facilities and structures in a college campus environment. A JOC contract is a competitively bid, firm fixed priced indefinite quantity contract. It includes a collection of detailed renovation and modernization tasks and specifications that have established unit prices. It is placed with a Contractor for the accomplishment of single trade mechanical repair, alteration, modernization, maintenance, and rehabilitation work. Single trade mechanical work may include other trades but only to the extent such work is incidental to the mechanical work and only as allowed by the California Contractors State License Board for C20: Warm-Air Heating, Ventilating and Air-Conditioning Contractor License. Work under this contract will be performed on or at facilities owned, leased or managed by the University of California, San Diego and managed the Facilities Management department. The JOC may be used to perform deferred maintenance work or Strategic Energy Program (SEP) work, except for those requiring prequalification for "Specialized Mechanical Work." Specialized Mechanical Work excluded from this JOC contract includes the following: 1. Refrigeration work 2. Work in sterile lab environments 3. Work in "clean rooms" 4. Work on proprietary equipment 5. Hazardous material abatement Work also excluded includes: 6. Work managed by Capital Program Management 7. Work managed by Campus Housing & Dining 8. OSHPD and Health Care work Ordering is accomplished by means of issuance of a Job Order against the Contract. Contractor may be required to perform several Job Orders concurrently. The number, dollar value, and sequence of Job Order issuance is solely at the discretion of the University. The Contractor, under the JOC contract, furnishes all management, labor, materials and equipment needed to perform the work. The JOC will have a Base Term of 1 year with University holding an option to renew for two additional 1-year periods ("Option Terms"). Individual Job Order Authorizations will not exceed $1,000,000. The total combined cost for all Job Orders issued will not exceed $2,000,000 during the 1- year Base Term, and $2,000,000 during each 1-year Option Term, if exercised by the University. The minimum value of work to be purchased under this Contract will be $25,000. No maximum Contract amount is guaranteed. The Contractor must be able to perform a wide variety of individual mechanical construction projects over the duration of the JOC contract. The University may require work be conducted within specified work-windows without interruptions to normal campus operation. Initially the Contractor will be required to provide payment and performance bonds in the amount of $1,000,000 million dollars at time of contract award. Contractor will subsequently supplement said bonds up to the maximum contract value. The Contractor shall have demonstrated an average annual business revenue of at least $5,000,000 over the last five (5) consecutive years. The Contractor must have demonstrated experience on their best three (3) comparable projects with the Contractor providing services as C-20 Prime or Subcontractor Warm-Air Heating, Ventilating and AirConditioning Contractor within the last ten (10) years. Comparable Projects should have possessed the following construction challenges and components: Addition/renovation/modernization to an existing commercial or institutional research laboratory while the facility remains in full operation; urban site with limited construction and staging areas; repair of buildings requiring proactive and innovative solutions due to noise, dust, and pedestrian traffic while building is occupied and research is ongoing; renovations/expansions/modernizations requiring proactive and innovative solutions due to unknown and/or unforeseen field conditions; renovations/upgrades to existing outdated institutional research facilities; project complexity requiring tracking of multiple functions and phases; fume hood ventilation: high temperature and chilled water systems and BTU metering systems. Additional desired qualifications and experiences include: 1. Flexibility to perform critical work scheduled during summer break, weekends and after hours. 2. Developing MOP (Method of Procedure) and its approval before proceeding. 3. Working around class schedule and coordination with department heads. 4. Familiar with UCSD standards. 5. Familiar with UCSD Campus Inspectors. 6. Job Order Contracting or Unit Cost Contract with government agencies experience is desired but not necessary. 7. Must have fully staffed office operation with dedicated estimator, office administrator and project manager to process job order request quickly and accurately using various software. In addition, the University is committed to promoting and increasing participation of small business enterprises (SBEs) and disabled veteran business enterprises (DVBEs) relating to all goods and services covered under the awarded agreement,subject to any and all applicable obligations understate and federal law, and University policies. The awarded contractorshall make best effortsto provide qualified SBEs and DVBEs with the maximum opportunity to participate. Potential bidders will be required to submit their small business outreach plan to the University as part of the prequalification process. No contractor orsubcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour) and shall comply with all applicable federal, state and local working condition requirements.
