PN-459-19-002 Contractor shall furnish labor and materials and perform work to repair and repaint Building 32 Parking Garage's exterior per Statement of Work. The work shall include demolition and replacement of roof membrane(s), refinishing exterior, new non-slip coating and new striping for parking stalls. Place of Performance: VA Pacific Islands Health Care System (VAPIHCS) 459 Patterson Road Honolulu, HI 96819 This procurement has been 100% set aside for SDVOSB under the VISN 21 MACC Group 2 Award will be made to the responsible offeror whose offer, conforming to the RFP, will be most advantageous to the government, considering Price Only. Bid, Performance and Payment bonds apply to this acquisition. Site Visit Information: Thursday February 9, 2023, at 10 AM HST VA Pacific Islands Health Care System (VAPICS) 459 Patterson Road Honolulu, HI 96819 RFIs due: Wednesday February 15, 2023, by 10 AM HST. Proposal due: Friday March 3, 2023, by 10 AM HST NAICS 236220 Commercial and Institutional Building Construction Size Std $45 Million Offers shall be valid for at least 30 days. IAW VAAR 836.204: Disclosure of magnitude is between $1,000,000 and $2,000,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. THE PROPOSED DESIGN SHALL RENOVATE EXISTING PARKING STRUCTURE BLDG 32. THIS INCLUDES ARCHITECTURAL AND PLUMBING RENOVATIONS REQ'D FOR A RENEWED VISUAL LOOK TO THE STRUCTURE. The Contractor shall provide complete construction services for Project No: 459-19-002, at the Parking Structure at the VA Pacific Islands Health Care System (VAPICS), located at 459 Patterson Road, Honolulu, HI 96819. Construction services shall be in accordance with the attached Drawings and Specifications. Contractor shall furnish labor and materials and perform work to repair and repaint Building 32 Parking Garage's exterior and interior at the VA Pacific Islands Health Care System. Exterior Insulation and Finish Systems (EIFS) refinishing will be performed along all the exterior of Building 32. Demolition and replacement of the existing membrane roofs and furred ceiling systems will be performed due to their deteriorated status. In addition, a new non-slip coating will be applied to the 4th level of the parking garage, accompanied by new stripping for parking stalls. All refinished items will match the existing finish and color of the building. Incidental vegetation trimming as required for installation of new exterior finishes. Guardrails will be repainted. 1. Contractor shall conduct Tuberculosis (TB) risk assessment and provide documentation that employee(s) have been cleared to work at VAPIHCS facility. Documentation should be sent directly to VAPIHCS 2. Construction Safety Officer. The Contractor shall coordinate with Contracting Officer Representative (COR). Work may commence during normal business hours. Normal business hours are 7:00 am to 5:00 pm weekdays Monday to Friday. There shall be no work on Federal holidays. 3. Period of performance is 440 calendar days. 4. Contractor shall maintain ADA accessible access and route to and from parking to medical facility at all times. 5. The scope of this project and the objectives of the VA are as follows: Roofing a. Demo existing roof system and insulation. Install new PVC roofing system. b. Clean roof drains and gutters. Deck c. Demo deck coating. Install new traffic coating system d. Re-stripe to match existing Finishes e. Pressure wash and clean all existing un-painted and unfinished perimeter surfaces of the garage, per the drawings. f. Wash and clean windows. g. Patch and repair holes, openings and spalls as indicated in the contract. h. Clean, prep for new paint/refinish/new EIFS exterior and interior finishes. Finishes to include: EIFS surfaces, walls, ceiling, tiles, and appurtenances as indicated in the contract. i. Ceiling system replacement (including furring and soffit). j. Clean, prep, and paint railings, handrails and guardrails. Notify Contracting Officer if any portion requires repair. k. Incidental work including cutting of existing landscape to perform exterior work. Doors and Hardware l. Demo and replace doors & frames as noted in the drawings. Mechanical m. Replace grille/bird screen and repaint hood. Finishes to match existing. Signage n. Remove existing and replace with new signage. Incidental Work including vegetation trimming as needed to allow for exterior/finishes scope. 6. Corner Guards: Contractor shall remove and replace existing high impact corner guards. Clean and prepare surface for new corner guard installation. Corner guards shall be designed to absorb and deflect vehicular impact. Shall be adhesive applied, no drilling. Corner guards shall have yellow reflective stripes for safety and visibility in dark conditions.
