SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the Office of Purchasing & Contracting (hereinafter the "State") seeks to establish a contract with a qualified Architectural and/or Engineering firm to provide architectural and engineering design services for The Windham District Courthouse Reroof & Miscellaneous Building Improvements project at 30 Putney Road, Brattleboro, VT. Interested firms are invited to bid on providing architectural/engineering design services described in Section 2 of this RFP. The scope of services for this project shall include, Schematic Design, Permitting, Design Development, Construction Documents, Bidding and Negotiation, and Construction Administration. Interested firms are invited to bid on providing architectural/engineering design services described in Section 2 of this RFP. Located in Brattleboro at 30 Putney Road, the Windham District Court was constructed in 1984. The building is approximately 21,000 Sq ft consisting of two stories with a small penthouse on the roof level. The structure includes steel framing, precast concrete, and a brick shell. The existing roofing is metal standing seam batten roof and four sections of flat roof consisting of a rubber roof membrane. CONTRACT PERIOD: The period of performance under this contract shall commence on February 3, 2023, and end on February 3, 2025, with a Substantial Completion date of February 3, 2024, a Project Completion date of February 3, 2024, and a Contract Completion date of February 3, 2025, to allow for one year warranty inspection(s) as may be required of the construction contract work. SINGLE POINT OF CONTACT: All communications concerning this RFP are to be addressed in writing to the State Contact listed on the front page of this RFP. Actual or attempted contact with any other individual from the State concerning this RFP is strictly prohibited and may result in disqualification. BIDDERS' CONFERENCE: A non-mandatory bidders' conference will be held at 30 Putney Road, Brattleboro, VT on the date and time indicated on the front page of this RFP. We will meet at the main entrance to the building. QUESTIONS DUE January 11, 2023 - 4:30 PM (EST) QUESTION AND ANSWER PERIOD: Any bidder requiring clarification of any section of this RFP or wishing to comment on any requirement of the RFP must submit specific questions in writing no later than the deadline for question indicated on the first page of this RFP. Questions may be e-mailed to the point of contact on the front page of this RFP. Questions or comments not raised in writing on or before the last day of the question period are thereafter waived. At the close of the question period a copy of all questions or comments and the State's responses will be posted on the State's web site CHANGES TO THIS RFP: Any modifications to this RFP will be made in writing by the State through the issuance of an Addendum to this RFP and posted online The method of contractor selection has not been determined at this time
