Questions Due: January 9, 2022 The Town of Los Altos Hills is preparing updates to the Housing Element of the General Plan for the 6th cycle, as mandated by State law. The Housing Element identifies and addresses housing needs by including goals, policies, and programs to preserve, improve, and develop housing for all economic segments of the community. This includes identifying housing sites to provide capacity for the Regional Housing Needs Allocation (RHNA) for the 2023-2031 planning period of 489 units, including an additional 15% buffer. A key component of the Town's RHNA strategy is to create a multi-family zone, which will allow multi-family development and increased densities on identified institutional and single-family lots. The Town is also including accessory dwelling units and SB 9 units on single-family lots to accommodate RHNA. At present, Town has only two (2) zones established in the Zoning Ordinance, Residential Agriculture (R-A) and Open-Space-Reserve (OSR). However, in order to meet RHNA requirements, Town is introducing multi-family zones to accommodate density at 30 dwellings to an acre in RHNA cycle 6. This will require an amendment to the Land Use Element to allow multifamily units and establishment of the multi-family zone, creation of development standards, and architectural design guidelines in the Zoning Ordinance. As we add many more units to the Town, it is important to prepare an EIR to evaluate the potential environmental impacts and prepare a mitigation measure report for the significant impacts. The Town is requesting proposals from qualified firms/consultants with specific experience preparing Environmental Impact Report (EIR) in accordance with the California Environmental Quality Act (CEQA) related to associated rezoning or creation of multi-family zone and Land Use Element update to facilitate Regional Housing Needs Allocation (RHNA) upon adoption of the Housing Element by January 31, 2023. The environmental review shall consider the maximum build-out allowed by the 6th Cycle Housing Element, related General Plan amendments, and related Town Code amendments over the course of the 2023-2031 planning period. The Housing Element identifies and addresses housing needs by including goals, policies, and programs to preserve, improve, and develop housing for all economic segments of the community. This includes identifying housing sites to provide capacity for the Regional Housing Needs Allocation (RHNA) for the 2023-2031 planning period of 489 units, including an additional 15% buffer. The Town is also including accessory dwelling units and SB 9 units on single-family lots to accommodate RHNA. The method of Contractor Selection has not been determined at this time.
