The city of fontana is accepting proposals from qualified firms to provide ceqa services - downtown parking structure project. The City is requesting a proposal with two potential CEQA document options (see list below for both options) detailing the CEQA approach. After reviewing the approaches outline in the options, the City anticipates selecting the best option for the project. o Option 1: Negative Declaration/Mitigated Negative Declaration along with an Initial Study checklist as option 1 with supporting technical analysis either in a memorandum, letter, or modeling and incorporation into the Initial Study checklist as needed. o Option 2: The City would like to consider an exemption with a detailed report as option 2 with supporting technical analysis either in a memorandum, letter, or modeling as needed. The proposed Project is located within the existing parking lot of the City's Human Resources Department Building located at 8491 Sierra Avenue, Fontana, CA 92335, and shall consist of a 4-tier parking structure. Each tier will have a footprint of approximately 130 feet by 230 feet with two vehicle entrances and exits, one located along Lerner Lane and the other along Wheeler Avenue. The City anticipates the structure to include 330 - 350 parking spaces and two elevators. The intent of the structure is to serve as both public and employee parking for the civic campus, Miller Park, and Miller Amphitheater, as well as downtown. The scope of the CEQA SERVICES - DOWNTOWN PARKING STRUCTURE PROJECT, proposals forms and contract documents are hereby referred to and incorporated herein and made a part hereof by reference and all qualifications must strictly comply therewith. Late submitted qualifications shall not be considered for review. The City of Fontana reserves the right to reject any and all proposals and to waive minor irregularities, to accept any qualifications or portion thereof, and to take all proposals under advisement for a period of ninety (90) days. Any contract entered into pursuant to this notice will incorporate the provisions of the State Labor Code. Labor Code Section 1735 requires that no discrimination be made in the employment of persons because of the race, religious creed, color, national origin, ancestry, physical handicap, medical condition, marital status, or sex of such persons, except as provided in Government Code Section 12940. Compliance with the prevailing rates of wages and apprenticeship employment standards established by the State Director of Industrial Relations will be required. City of Fontana hereby notifies all proposers that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit qualifications in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for the award. Funds from the Coronavirus State Fiscal Recovery Fund and/or the Coronavirus Local Fiscal Recovery Fund, together known as the Coronavirus State and Local Fiscal Recovery Funds ("CSLFRF") program, will be used to fund all or a portion of this Project The method of contractor selection has not been determined at this time.
