The District of Columbia Water and Sewer Authority (DC Water) extends this Request for Information (RFI) to solicit Statements of Qualifications (SOQ) from experienced entities (Proposers) for the design and construction of the Floatable Debris Dock Replacement. There are three major components of the Project: 1) Floatable Debris Dock (FDD) Replacement, 2) FDD Building Replacement/Retrofit and 3) FDD Seawall Repair or New Supporting Wall. Solicitation Number : DCW-SOL-23-10233 The existing Floatable Debris Dock (FDD) facility is located on the Anacostia River just east of the Washington Yacht Club on M Street SE. The site includes a small building which functions as an office and storage area for marine-related equipment, parking area, dumpsters, a conveyor for accepting debris from the skimmers, a seawall, and floating docks with accommodation for five (5) vessels. The FDD Office is inadequate for current needs and must be retrofitted and/or replaced. DC Water would entertain the option of a floating office if all space requirements could be met, and it is cost effective. The stone seawall is in severe disrepair. The floating docks have exceeded their useful life and must be replaced. Water depth within the boat slips is less than optimal to support operations during low water events. Dredging, while an option, is not seen as cost effective or sustainable due to presumed constituents within the sediments. A hydrographic survey was completed in 2022. DC Water would like to entertain the option of a traveling boat hoist to allow the removal of smaller vessels for maintenance. Design - 30% / WBE - 6%; Construction - 33%DBE / 7% WBE
