The Collier County Solid and Hazardous Waste Management Division of the Public Utilities Department (County) seeks Professional Design Services for the Immokalee Site Improvement Project (Project) including a new Scalehouse, Scales, and Recycling Drop-off/Education Center (Recycling Center) at its Immokalee Landfill Site located at 700 Stockade Rd. The project is located in the northern portion of Collier County, refer to Attachment 1. The Immokalee area is expected to experience significant growth in the coming years, which will require improvements and expansion of the existing solid waste management facilities. The County has developed a plan to utilize an existing property, known as the Immokalee Landfill Site (Site), to construct a new scalehouse, two scales, and recycling drop off / education center including the accompanying site civil infrastructure and decommissioning of the existing scalehouse and scale. A new transfer station is also planned in the future but is not included in this project. The Site consists of 120 acres with a single entrance road at the northern boundary of the Site. A closed landfill is located on the east side of the property and a transfer station, known as the Immokalee Transfer Station (ITS), is in the southern area of the property. The Project as currently planned will focus on the northern area of the site (Attachment 2). with the Recycling Center in its northeast corner. Buried agriculture plastics in the Site's NE corner will be removed under an excavation and disposal plan approved by the Florida Department of Environmental Protection (FDEP). Q & A deadline: Jan 18, 2023 5:00:00 PM EST The Immokalee Landfill Site Improvement Master Site Plan Basis of Design Report developed by Stearns, Conrad and Schmidt, Consulting Engineers, Inc. (SCS Engineers) addresses future growth of the Site's solid waste management facilities upgrade and the necessary infrastructure improvements (Attachments 3 and 4: Final BOD Report - SCS & Proposed Site Plan). SCS Engineers is therefore ineligible to compete on this solicitation. The County reserves the right to request SCS Engineers to provide consulting services as an advisor during the solicitation process. The new Recycling Center is intended to provide services like those at the Tim Nance Recycling Drop-off Center located at 825 39th Ave N.E. at which the residential traffic for drop off is on one side of the building while the commercial traffic for waste pick-up and hauling is located on the opposite side to minimize vehicular intersection. The scalehouse and adjacent scales (inbound and outbound) will require widening of the road and the addition of bypass lanes to minimize traffic delays.
