The Work includes furnishing all equipment, supplies, materials, tools, supervision and labor, permits, approvals, police details, bonds, including all other incidental services necessary to provide the fiber and the fiber installation services at the locations specified in contract documents. The selected vendor shall complete all Work, with the exception of pavement restoration, within sixteen (16) weeks of the issuance of the Notice to Proceed Each Bid must be accompanied by a bid deposit in the form of a bid bond, certified bank or treasurers check made payable to the Taunton Municipal Lighting Plant, or cash in the amount of five (5) percent of the estimated value of the Bid. The successful bidder shall also be required to furnish a Payment Bond in the amount of 50% of the total estimated contract price issued by a company authorized to do business in the Commonwealth of Massachusetts. No Bidder may withdraw its Bid for a period of sixty days, excluding Saturdays, Sundays, and legal holidays, after the date of opening Bids. The Work is subject to prevailing wage laws. Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Workforce Development and the weekly payroll record submittal requirements under the provisions of M.G.L. c. 149, 26 -27D inclusive. The contract shall be awarded to the lowest responsible and eligible bidder on the basis of competitive bids in accordance with M.G.L. c. 30, 39M. The Taunton Municipal Lighting Plant Commission, as the Awarding Authority, reserves the right to reject any or all bids as well as the right to waive minor irregularities and informalities in any or all bids, if in the best interest of the Taunton Municipal Lighting Plant to do so.
