The City of Moreno Valley is the second largest City in Riverside County with a population of approximately 215,000. As the City continues to grow and attract more employers and industry, there is an immediate need to incentivize clean energy solutions to improve poor air quality currently experienced by residents. For example, 100% of census tracts within the City experience average ozone levels of 0.065 ppm or higher, placing them within the top 98th percentile of ozone levels statewide. The City has a high proportion of residents living in disadvantaged communities (DACs), with 22 out of 43 census tracts (51%) qualifying as DACs per SB 535 by scoring within the top 25th percentile of CalEnviroScreen 3.0. In addition, over 54% of census tracts within the City scored within the lowest quartile on the Healthy Places Index (HPI), meaning these areas have less healthy conditions than 75% of all census tracts statewide. Moreover, 100% of census tracts within the City scored within either the lowest or second lowest quartile on the HPI. See Appendices for maps and data. In an effort to combat these alarming trends, the City seeks to leverage the comprehensive community engagement recently completed as part of Moreno Valley's Climate Action Plan (CAP) and the strategies identified in the Moreno Valley Utility's Transportation Electrification Roadmap to develop an Electric Vehicle (EV) Charging Infrastructure Master Plan that provides a comprehensive, systematic approach to building a public accessible EV infrastructure network to safely facilitate the movement of electric vehicles within the City and surrounding areas. The Master Plan includes the following key tasks, which are further outlined in subsequent sections of the scope of work: Analyze and document existing conditions, including current plans and policies, transportation network, public and private land uses, disadvantaged communities, and existing EV charging infrastructure. Perform a feasibility analysis that identifies EV trends and needs, available technologies, infrastructure requirements and costs, socioeconomic challenges and barriers, rebate and incentive programs, marketing strategies, and opportunities for public-private partnerships. Complete a siting analysis that utilizes regional travel data, land parcel data, existing EV charging station locations, vehicle registration data and site-specific factors to identify high-impact project locations for EV charging infrastructure investment. Develop a community outreach, awareness and engagement plan that prioritizes the mobility needs of disadvantaged communities within the City and highlights the environmental and economic benefits of driving electric vehicles. Explore a combination of ownership, including public, private, and public-private. Provide a phasing plan for implementation. The project is different from the Moreno Valley Utility Transportation Electrification Roadmap (MVUTER) in that this project will provide a specific plan to build an EV infrastructure network. On the other hand, the purpose of the MVUTER is to find the specific needs and requirements of the utility and the required actions to meet those needs for the utility agency. For example, the MVUTER, goes over PEV infrastructure incentives and consumer awareness. The project is built upon the roadmap in that it aligns with the goals of increasing PEV charging infrastructure within the City of Moreno Valley. This project will support implementation of the City's Climate Action Plan (CAP) by increasing the locations of electrical vehicle charging areas-thereby making it easier to access with more convenient charging locations available. In turn, this will encourage sales of more electric vehicles and thereby be in alignment with the City's CAP to reduce greenhouse gas (GHG) emissions and meet or exceed mandated targets.
