Site work, paving and new construction of a civil project in Bottineau, North Dakota. Completed plans call for site work for a water / sewer project; for the construction of a water / sewer project; road / highway; and for paving for a road / highway.

In accordance with the North Dakota Century Code Chapter 48, the project must be comprised of multiple bids. There are 6 contracts: Contract No. 1 - General Construction; Contract No. 2 - Mechanical Construction; Contract No. 3 - Electrical Construction; and Contract No. 4 - 3.0 MG Reservoir Construction; Contract No. 5 - Combined General, Mechanical, Electrical, and Reservoir Construction, which includes all Work for Contracts 1, 2, 3, and 4; Contract No. 6 - Combined General, Mechanical, and Electrical Construction, which includes all Work for Contracts 1, 2, and 3. The contract(s) may be awarded to the lowest responsive and responsible bidder(s). The sum of Contracts 1, 2, 3, and 4 will be compared to the total for Contract 5 and with the sum of Contracts 4 and 6 to determine the lowest bid(s). Either Contracts 1, 2, 3, and 4; Contracts 4 and 6; or Contract 5 may be awarded. The General Construction Contractor from Contract 1 will assume responsibility for coordinating the work of the Prime Contractors responsible for other contracts awarded. The scope of Work for each Contract generally consists of the following: CONTRACT NO. 1 - GENERAL CONSTRUCTION Construction work includes: Site stripping, construction of new concrete, steel, and precast Booster Pump Station (BPS) that includes a loading area/garage, pump gallery, process piping in sizes ranging from 1-inch to 10-inch, valves, meters, supports, pump and surge control systems, mechanical coatings, miscellaneous metalwork, doors, windows, coatings, excavation and backfill for construction of BPS, site piping, construction of the primary access road into the BPS/Reservoir site, site grading work outside of the reservoir limits, site paving, landscaping, and other miscellaneous Work. CONTRACT NO. 2 - MECHANICAL CONSTRUCTION Construction work includes: Construction of plumbing, including sump pumps, HVAC, and other miscellaneous Work. CONTRACT NO. 3 - ELECTRICAL CONSTRUCTION Construction work includes: Construction of new PLC/PC based process control systems, sensors and instrumentation, control consoles, MCCs, VFDs, starters, buried cable, general building and process control electrical Work, a propane generator, and other miscellaneous Work. CONTRACT NO. 4 - 3.0 MG WIRE-WOUND RESERVOIR CONSTRUCTION Construction work includes: Construction of new 3.0 MG Wire-Wound, AWWA D110, Type III Reservoir, excavation and backfill for construction of reservoir, interior and overflow piping within reservoir, metalwork, hatches, coatings, and other miscellaneous Work. CONTRACT NO. 5 - COMBINED GENERAL, MECHANICAL, ELECTRICAL, & RESERVOIR CONSTRUCTION Construction work includes: All work associated with Contracts 1, 2, 3, and 4 combined. CONTRACT NO .6 - COMBINED GENERAL, MECHANICAL, & ELECTRICAL CONSTRUCTION Construction work includes: All work associated with Contracts 1, 2, and 3 combined. The Contractor will not perform Work or permit the performance of Work by subcontractors outside regular dusk to dawn working hours or on Saturdays, Sundays, or legal State holidays without providing written notice of proposed work to the Engineer a minimum of 5 days in advance and contingent on the Owner's written consent. Each bid must be submitted on a form furnished as part of the contract documents and must be accompanied by a separate envelope containing a Bidder's Bond with Acknowledgement of Surety in an amount not less than 5% of the full amount of the bid made payable to the order of or for the benefit of the North Dakota State Water Commission. The bid bond must be executed by the bidder as principal and by a surety company authorized to do business in the State of North Dakota, conditioned that if the principal's Bid be accepted and the contract awarded to the principal, within 10 days after Notice of Award, the Principal must execute a contract in accordance with the terms of the bid and contractor's performance and payment bonds, as required by law and the regulations and determinations of the North Dakota State Water Commission. A bid submitted without this information properly enclosed in the bid bond envelope will not be read or considered, and the envelope will be re-sealed and the bid returned to the bidder immediately. Each bid must be sealed and delivered to the North Dakota State Water Commission at the location designated in this notice for the opening of bids by the time provided in this notice. Unless a bidder obtains a contractor's license for the full amount of its bid within 20 days after it is determined the bidder is the lowest responsive and responsible bidder, the bid must be rejected and the contract awarded to the next lowest, responsive, responsible, and LICENSED bidder. Completion for WORK for Milestone 1, Relocation of the All Seasons Water Users District pipeline, and constructing the site access road will be June 16, 2023. Substantial Completion for all WORK will be June 28, 2024. Final Completion for all WORK will be August 30, 2024.
