The Project includes the following Work: Improvements and modifications to the City of Sweet Home Mahler Water Reclamation Facility (Mahler WRF) includes furnishing all labor, materials, and equipment necessary for the procurement of electrical equipment, including the MWRF main switchboard and a new standby engine generator and appurtenances. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders included in the Bidding Documents Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: 1. De Minimis, 2. Minor Components, and 3. Pig iron and direct reduced iron. The Bidding Documents include one separate unbound copy of the Bid Form, and, if required, the Bid Bond Form. The unbound copy of the Bid Form is to be completed and submitted with the Bid security and the other documents required to be submitted under the terms of Article 2 of the Bid Form Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner also reserves the right to waive all minor Bid informalities not involving price, time, or changes in the Work.
