City of Rensselaer (Owner) is requesting Bids for the construction of the following Projects: Water Utility Improvements - Division A - Elevated Water Storage Tank Project #W21070 and Water Utility Improvements - Division B - Water Main and Water Service Replacements Project #W21070 The Projects includes the following Work: Water Utility Improvements - Division A - Elevated Water Storage Tank The project includes but is not limited to construction of a new 400,000 gallon elevated water storage tank with a tank mixer, plus installation of approximately 785 LF of 12-inch water main. Additionally, the project includes installation of mixers in existing storage tanks, backup generators for existing wells, storage tanks, and water treatment plant. Water Utility Improvements - Division B - Water Main and Water Service Replacements The project includes but is not limited to installation of approximately 750 LF of new 6-inch water main on South Van Rensselaer Street. Additionally, the project includes water service replacements in various locations within the City. No refunds will be issued for this project. The OWNER reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. NO bid may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days. Bid security shall be furnished in accordance with the Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
