This solicitation is for maintenance, repairs, and emergency services for four (4) McQuay 800 Ton Model WSC Centrifugal Chillers and six (6) Trane 900 Ton Model CVHF Centrifugal Chillers at the Federal Bureau of Investigation (FBI) CJIS Division, located in Clarksburg, WV. All questions are due to the Contracting Officer, Logan Swiger, at lswiger2@fbi.gov, by COB, Thursday, December 29th, 2022. Please send all proposals to lswiger2@fbi.gov by 12:00 p.m EST on Janaury 12th, 2023. Any proposals received after 12:00 p.m. EST on January 12, 2023 will NOT be considered.Scope This is a contract to provide maintenance, repairs, and emergency services for four (4) McQuay 800 Ton Model WSC Centrifugal Chillers and six (6) Trane 900 Ton Model CVHF Centrifugal Chillers to the Federal Bureau of Investigation (FBI) CJIS Division, Clarksburg, WV. This is a non-personal services contract. The Government shall not exercise any supervision or control over contractor employees performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction The FBI CJIS Division's Facilities Management Unit (FMU) is requesting a five-year (base year + 4 option years), firm fixed price contract for all original equipment manufacturer recommended and industry standard preventative maintenance, repairs, and emergency services for four (4) McQuay 800 Ton Model WSC Centrifugal Chillers and six (6) Trane 900 Ton Model CVHF Centrifugal Chillers at the CJIS Division in Clarksburg. Water treatment, evaporator tube cleaning, and condenser tube cleaning is exempted from this maintenance requirement and will remain the responsibility of the FBI. 1.2 Background The CJIS Division has four (4) McQuay 800 Ton Model WSC Centrifugal Chillers and six (6) Trane 900 Ton Model CVHF Centrifugal Chillers. The four McQuay Chillers support mission critical operations for the FBI. Three (3) of the McQuay chillers were installed during the construction of the Biometric Technology Center (BTC) Construction Project and placed in service in 2014. The fourth chiller was installed to increase the capacity of the central plant in 2016 and placed in service in 2017. All four chillers have continued operation since being placed in-service aside from time down due to preventative maintenance, and repairs. The six Trane Chillers also support mission critical operations for the FBI. The six Trane Chillers are original to the site (mid 1990s) but have been rebuilt as shown below. Place of Performance The primary place of performance will be at the FBI CJIS Division, 1000 Custer Hollow Road, Clarksburg, WV 26306. 6 Period of Performance The proposed period of performance for this effort will be as follows: Base Period 03/28/2023 - 03/27/2024 Option Period 1 03/28/2024 - 03/27/2025 Option Period 2 03/28/2025 - 03/27/2026 Option Period 3 03/28/2026 - 03/27/2027 Option Period 4 03/28/2027 - 03/27/2028 AMENDMENT TWO- ANSWERING QUESTIONS RECIEVED- Q: Are the Trane chillers to be included in this bid I don't see Trane referenced in Section 2 - Commodity or Services Schedule. A: Yes the Trane chillers shall be included in this bid. Please include them under the lines that read "Central Plant Chiller Maintenance." Lines 0001, 1001, 2001, 3001, and 4001. Q: Can you please provide model and serial numbers for each of the Trane chillers A: The model and serial numbers will be collected and posted by Janury 6th, 2023.
