No oral interpretations of the IFB/RFQ will be made to any Bidder. All questions and any explanations must be requested in writing and directed to the Bid Contact specified in this solicitation. Oral explanations or instructions are not binding. Communications concerning this RFQ/IFB with other than the listed Bid Contact or Purchasing staff may cause the Bidder to be disqualified. Any information modifying a solicitation will be furnished to all Bidders by addendum. Communications concerning this bid, with other than the listed Bid Contact may cause the Bidder to be disqualified. AWARD WILL BE AS A LOT; ALL LINE ITEMS MUST BE QUOTED TO BE CONSIDERED FOR AWARD. IF APPLICABLE, A PURCHASE ORDER WILL BE EMAILED TO THE WINNING VENDOR. VENDORS SHOULD SUBSCRIBE TO HAWAII COMPLIANCE EXPRESS (HCE) UPON DECIDING THEY ARE INTERESTED IN COMPETING FOR COUNTY AWARDS FOR GOODS OR SERVICES. IT IS RECOMMENDED VENDORS REGISTER IN HCE AS SOON AS POSSIBLE AND PRIOR TO RESPONDING TO A SOLICITATION. PLEASE NOTE THAT IT MAY TAKE TWO OR MORE WEEKS TO ESTABLISH A VENDOR ACCOUNT IN HCE. VENDORS COMPLIANCE SHALL BE MANDATORY FOR ALL AWARDS $2,500 OR GREATER IN ACCORDANCE WITH THE REQUIREMENTS OF HAWAII REVISED STATUTES 103D-310(C). SEE RFQ FORM 1, EXHIBIT A, NO. 13, FOR ADDITIONAL INFORMATION. IF A VENDOR IS NOT REGISTERED OR NOT COMPLIANT IN HCE UPON NOTIFICATION OR INTENT TO AWARD, ANOTHER VENDOR MAY BE AWARDED. EFFECTIVE JANUARY 1, 2020 - DECEMBER 31, 2030, THE MAXIMUM GENERAL EXCISE TAX RATE AND SURCHARGE THAT MAY BE CHARGED TO THE COUNTY OF HAWAII WILL BE 4.7120%.
