Renovation of a water / sewer project in Frederick, Maryland. Conceptual plans call for the renovation of a water / sewer project.

As per the Owner, as of August 31, 2023, this project has been cancelled. This acquisition will provide a new continuous flow effluent decontamination system ('EDS') and associated building and infrastructure modifications to be located within the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Maryland (Building 8100). The new EDS will be installed in Room 1SA202 Bio-waste Inspection on the ground floor of Building 8100. The new EDS shall be dedicated to the processing of the containment area effluent, queueing storage, solids separation and thermal decontamination of all of the Building 8100 effluent flows from the BSL-3E and BSL-4 research areas, in order to support the release downstream of the EDS system of sanitary waste in a safe and fully compliant manner. The BSL 3E and 4 effluent piping shall be separate and routed to the new EDS in lieu of their current connections to the adjacent Building 8150 SSP ('Steam Sterilization Plant'). The BSL 3E and 4 effluent lines in building 8100 have not been loaded with hazardous waste. Building 8100 is also known as the 'USAMRIID Replacement' project. Building 8100 will undergo commissioning through Government acceptance in June 2023. The building and operation of the facility will remain the responsibility of the general contractor until acceptance. Room 1SA202, Bio-waste Inspection, will be accepted by the government in August 2022. The successful Design-Build contractor will have full access to Room 1SA202 at Design NTP; however, alterations to the facility is not permitted until the Government accepts Building 8100 and subsequently issues Construction NTP. Throughout this contract, multiple contractors will perform work inside Building 8100. Additionally, C D C certification of the BSL 2, 3 and 4 labs will occur throughout this contract. Advance scheduling will be required to coordinate activities inside and around the facility. It is imperative that all activities and work are performed while maintaining full functionality of Building 8100. Building 8100 is located within a secure area with a permanent fence along the perimeter. Multiple occupied buildings are also located inside of this secure area. There will be access control to the secure area during the contract. Contractor parking will be exterior to the secure area and shared with other contractors. Staging areas inside the secure area are limited and will be temporary, thus advance coordination is required. Full access to and around the building must be maintained during the life of the contract. $25-100 Million Project Title: Repair by Replacement of Steam Sterilization Plant System, United States Army Medical Research Institute of Infectious Disease (USAMRIID), Fort Detrick, Frederick, Maryland. PROJECT DESCRIPTION: The U.S. Army Corps of Engineers, Baltimore District (NAB), has been tasked to solicit for and award construction services for the Repair by Replacement of the Steam Sterilization Plant (SSP) System in an existing facility on Fort Detrick, in Frederick, Maryland to provide an Effluent Decontamination System (EDS) to thermally process effluent waste from an existing Bio-Safety Laboratory (BSL)-3 and -4 level. The Government is seeking industry feedback regarding different potential courses of action on the procurement (i.e., incentizing, other transation authority, Design-Build requirements with Government Furnished Equipement, etc.).
