Contracting Office FHWA Office of Acquisition and Grants Management Points of Contact Marcus Fowler Action Request for Information (RFI) Response Date January 16, 2023 RFI Number 693JJ3-23-RFI-0002 Subject Development and Deployment of Pre-Construction, Construction, Pavements, Stewardship, Oversight and Management, and Bridges and other Structures Programs for the FHWA Office of Infrastructure Description THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This Request for Information (RFI) is a mechanism for obtaining industry feedback regarding the requirement stated below for information and planning purposes. This is not a synopsis preceding the issuance of a solicitation. Instead, it is market research issued solely for information purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Area Announcement (BAA). The draft Statement of Work (SOW) describes only the current contemplated possible scope of services and may vary from the work scope in a final SOW included in any Request for Quotations (RFQ). See the attached SOW. The FHWA Office of Acquisition and Grants Management intends to make an award to accomplish the work described in the SOW. The purpose for this RFI is to conduct market research to identify potential offerors having an interest in, and the resources, capabilities, expertise, and experience to accomplish the work. Consideration will be given to identifying small business concerns, including the sub-categories of SDVOSB, HUBZone, 8(a), SDB, and woman-owned. The result of this market research will contribute to determining the method of procurement. Your firm's response regarding your firm's research capabilities, expertise, and experience directly relevant to the RFI will be used to determine the availability of potential businesses, both large and small, and their capabilities in meeting the Government's requirement. All information received in response to this RFI marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately keeping proprietary or competition-sensitive information in their response. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. FHWA will not pay for information received in response to this RFI. There is no commitment by the Government to issue an RFQ, make an award or award, or be responsible for any monies expended by industry responses to this RFI. Submissions and Format Responses Responses should include the name and telephone number of a point of contact who has the authority and knowledge to discuss answers with Government representatives. Only electronic submissions of information provided to the email address specified will be accepted. RFI responses should be sent to the following email address: marcus.fowler@dot.gov. All emails should include the following: o Subject line o RFI number o Organization name o Schedule and SIN numbers o Brief descriptions of recent projects for tasks similar to those in the draft SOW Please provide a response with at most 10 pages, 12-point font, and minimum one-inch margins, in Microsoft Word format with.docx extension or.pdf format.
