The City of Stillwater invites firms to submit qualifications to provide the city with strategic urban planning services. The City is seeking a partner to augment a comprehensive and strategic planning function with a focus on a multifaceted approach to master planning, code revision, and comprehensive plans. The sought-out partner will demonstrate the qualities of a long-term partnership with outstanding community engagement adeptness, a keen understanding of the current City of Stillwater's Land Development Code, and future desires and growth of the community. Stillwater is a city of just under 50,000 in population located in north central Oklahoma. The City is the home of Oklahoma State University. Stillwater has a City Council/Manager form of government, and the city operates the water wastewater, waste management, and electric utilities through the Stillwater Utilities Authority. The selected firm may be asked to enter contract negotiations to provide and implement strategic urban planning services for the City. Responses received after the stated date and time will not be accepted and will be returned to the Bidder unopened. Responding to this RFQ constitutes full acceptance of the City of Stillwater terms and conditions and special requirements detailed in this document. These requirements will be part of future contracts, if any, that may be awarded to the selected firm. A response may be rejected if it contains additional terms, conditions, or agreements that modify the requirements of this RFQ or attempts to limit firm's liability to the City of Stillwater.
