The County of San Luis Obispo (County) is currently soliciting proposals from environmental or waste removal professionals (firms) to provide labor, equipment, supplies, methods, and expertise necessary for removal of waste found at homeless encampments, for cleaning encampments, and for cleaning individual locations (sites) as needed. Requests submitted after said date may not be considered. Questions will receive a response within five (5) business days. Questions and responses will be posted (anonymously) on the Purchasing website and can be viewed by accessing the RFP. The County reserves the right to determine the appropriateness of comments / questions that will be posted on the website The County reserves the right to request any missing information in a proposal submitted in response to this RFP. Proposer shall have 24 hours to provide the information to the requesting Buyer. This RFP does not constitute an offer of employment or to contract for services. The County reserves the right to remedy technical errors, modify the published scope of services and approve or disapprove the use of all sub-consultants. All proposals shall remain firm for NINETY (90) days following closing date for receipt of proposals. The County reserves the right to award the contract to the firms who present the proposal which, in the judgment of the County, best accomplishes the desired results The term of the contract will be TWO (2) years from date of award. Pricing will remain unchanged throughout the term of contract. At least a portion of this work is prevailing wage work. For any work done by the prime contractor or a subcontractor under this agreement, in accordance with Labor Code Section 1720 et seq., prime contractor must pay employees at least the prevailing rate wages for public works performed on the Project. Prime contractor and any applicable subcontractors listed in your proposal must be registered with the Department of Industrial Relations (DIR) prior to the closing of this RFP. Contractor must submit certified payroll records to DIR at least monthly for such work. The work is subject to DIR monitoring and enforcement. Prime contractor, as well as all subcontractors under this agreement, must be registered with the Department of Industrial Relations for the entire term of the contract. The method of contractor selection has not been determined at this time
