The Project includes pavement rehabilitation, including approximately 4,340 feet (0.82 miles) of commercial access frontage road and consisting of a Full-Depth Reclamation (FDR). From Jade Trail to the east property line of 9242 Hudson Boulevard, the roadway will be widened to accommodate a 3-lane section with a two-way continuous turn lane to accommodate the existing commercial driveway access spacing. The areas consisting of roadway widening and new turn lanes will include a full reconstruction consistent with the city standard pavement section for collector streets. The north side of Hudson Boulevard will be urbanized with new concrete curb and gutter, storm sewer, and a new 8-ft. bituminous trail to create a continuous trail from Inwood Avenue (CSAH 13) to Keats Avenue (CSAH 19). The Full Depth Pavement Reclamation (FDR) will include an 8-inch recycled aggregate base with a new 4-inch bituminous surface. Based on the testing performed and the in-place pavement layer thicknesses, there is sufficient material to perform FDR. The FDR approach provides a design life similar to that of reconstruction and is less expensive. It also disrupts crack patterns, reducing the potential for reflective cracking. Structurally, the overall capacity of the street will meet a 10-ton design. Project is included City of Lake Elmo Fiscal Year 2024-2033. As of January 17, 2025, project funded in FY2024, 2025, 2029. Construction is underway and a contractor is identified. Construction completion expected early June 2025. *Project information has been obtained through a public capital improvement plan (CIP).
