Engineers Estimate Base Bid is $260,000 Engineers Estimate Additive Alternative Bid #1 $30.000 Engineers Estimate Additive Alternative Bid #2 530.000 Engineers Estimate Additive Alternative Bid #3 $40.000 All bids shall be identified as bids on the envelope. Addenda. if any, will NOT be mailed out to any of the plan holders and will ONLY be posted on the MJPA website. It shall be the Bidders responsibility to check the MJPA website for any addenda. There is no pre-bid meeting for this project. The work to be done consists of furnishing all labor. materials. equipment. tools, and incidentals as required by the Plans. Specifications, and Contract Documents. The general items of work include: The removal and replacement of concrete items in the pedestrian pathway along with landscape and irrigation improvements throughout the project. Concrete items to be removed and replaced are sidewalk, curb ramps. driveways, and curb and gutter. Landscape and irrigation items consist of the removing and replanting of Magnolia Trees and the conversion of existing irrigation systems. No overnight closures will be allowed. Access to existing residential, businesses and farms shall be maintained at all times. LICENSING REQUIREMENTS. All bidders shall be licensed in accordance with provisions or tne Business and Professions Code and shall possess a State Contractors license, Class A or appropriate license per State of California, at the time of contract award. The successful Contractor and its subcontractors will be required to possess business licenses from the March JPA. COMPLETION OF WORK The work is anticipated to commence by February 27, 2023. All Base Bid work shall be completed in its entirety within 60 working days from said date. (tv1J-134) Each bid shall be made on the proposal form furnished by March JPA and shall be in accordance with the Plans, Specifications. and Contract Documents and shall be accompanied by a certified check, cashiers check, or bidders bond, payable to March JPA in a sum not less than ten percent (10%) of the amount of the bid, as a guarantee that the bidder will enter into the contract for the work, the full amount of such guarantee to be forfeited to the March JPA should said bidder fail to enter into said Contract. The successful bidder will be required to furnish a Faithful Performance Bond in the amount of not less than one hundred percent (100%) of the contract price. and a Labor and Material Bond in an amount of not less than one hundred percent (100%) of the contract price, said bonds to be underwritten by sureties qualified to do business in the State of California, preferably carrying a rating of A or better, in the current edition of Bests Insurance Guide. PREVAILING WAGES. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates, including the per diem wages applicable to the work, and for holiday and overtime work. including employer payments for health and welfare. pension, vacation, and similar purposes, in the County of Riverside in which the work is to be done. have been determined by the Director of the Department of Industrial Relations, State of California. These wages are set forth in the General Prevailing Wage Rates for this project, available from the California Department of Industrial Relations Internet website. Future effective prevailing wage rates which have been predetermined, and are on file with the California Department of Industrial Relations. are referenced but no printed in the general prevailing wage rates. The bid shall reflect the most recent wage decision in effect 10 days prior to bid date. The Federal minimum wage rate requirements, as predetermined by the Secretary of Labor, are set forth in the books issued for bidding purposes, referred to herein as Project Bid Documents (Special Federal Provisions), and in copies of this book which may be examined at the office described above where the project plans, special provisions, and proposal forms may be seen. Addenda to modify the minimum wage rates, if necessary, will be issued to holders of the Project Bid Documents. LABOR CODE CONCERNING APPRENTICES. Attention is directed to the provisions of Sections 1777.5 and 1777.6 of the Labor Code, concerning the employment of apprentices by the Contractor or any subcontractor under him. The Contractor and any subcontractor under him shall comply with the requirements of said sections in the employment of apprentices. It shall be the Bidders sole responsibility to evaluate and include the cost of complying with all labor compliance requirements. Information relative to apprenticeship standards and administration of the apprenticeship program may be obtained from the Department of Industrial Relations, California, or the Division of Apprenticeship Standards and its branch offices. B854IDIR REGISTRATION.. Contractors and Subcontractors bidding on a public works project must be registered with the State of California, Department of Industrial Relations. All bidders shall use only registered contractors and subcontractors. No bid will be accepted nor any contract entered into without proof of the Bidders and its subcontractors current registration with the Department of Industrial Relations. If awarded a contract. the Bidder and its subcontractors of every tier shall maintain active registration with the Department of Industrial Relations for the duration of the Project. AB44/SUBCONTRACTOR LISTING. If a bidder submits a bid that includes a subcontractor who would be performing work in amount in excess of 1/2 of 1% of the bidder's total bid or in the case of bids for the construction of streets or highways, including bridges, in excess of 1/2 of 1% of the bidders total bid or $10,000, whichever is less, then in addition to the subcontractor's name and business address, the subcontractor's State contractors license number and DIR registration number must be included as part of the information submitted for that proposed subcontractor. March JPA reserves the right to reject any or all bids, to waive any informality in a bid, and to make awards in the interest of March JPA. None of the 3 lowest bidders may withdraw their bid for a period of ninety (90) days after the bid opening.
