Notice to Contractors: Prior to submitting a bid each contractor is expected to: o Personally and physically inspect the premises of the proposed work in order to arrive at a clear understanding of the conditions under which all work is to be accomplished. o No extra consideration will subsequently be allowed by reason of error or oversight on the part of the contractor upon submittal of bid. o If there is other work in progress the contractor shall coordinate his work with all existing adjacent work and shall be responsible for coordination of all other sub-trades so as to facilitate the general progress of the work. Each trade shall afford all other trades every reasonable opportunity for the installation of the work, protection of completed approved work, and for secure storage of materials & equipment. o The general contractor shall be held responsible for completion of entire work in manner intent for this type of project. Responsibility: A. Bidders shall submit both a lump-sum price and unit costs for all items shown on the County Bid Proposal Form. B. Bids shall be provided for the basic project C. Conditional bids or voluntary alternates shall not be considered. Delivery Date: The project is to be completed within 30 calendar days measured from the date of the Board's signing of the contract. Insurance: Contractor shall submit with bid a copy of Worker's Compensation coverage; General Liability coverage and Automobile Liability Coverage. Contract Period: The Contract Period for this bid shall be from October 1, 2022 to September 30, 2023. Prices quoted are to be guaranteed for this period. Quantity and Quality of Materials or Services: All materials and supplies furnished in the bid shall be in accordance with the specifications detailed in the Project Specifications, including related building plans, architectural drawings, like or like-kind material and specifications detailed in those plans and drawings. Materials or supplies, which, in the opinion of the County, are not in conformity with such specifications, shall be rejected and promptly removed from the County premises at the bidder's expense. Award: A combination of the following factors will be considered in awarding this bid. These factors are not necessarily listed in order of priority. A. Prices. B. Quality and conformance to specifications. C. Experience. D. Similar type of projects performed. The Choctaw County Board of Education shall be the sole judge in making this determination. Each bid shall follow the format specified by the County. ALABAMA IMMIGRATION LAW COMPLIANCE: E-Verify Memorandum of Understanding Alabama laws require that, as a condition for the award of a contract by a school board to a business entity or employer with one or more employees working in Alabama, the business entity or employer must provide documentation of enrollment in the E-Verify program. During the performance of the contract, the business entity or employer shall participate in the E-Verify program and shall verify every employee that is required to be verified according to the applicable federal rules and regulations. The vendor's E-Verify Memorandum of Understanding must be included with the bid. If you do not believe these requirements are applicable to your entity, include an explanation justifying such exemption. An entity can obtain the E-Verify Memorandum of Understanding upon completion in the E-Verify enrollment process located at the federal web site Bid Security: For all bids over $25,000, each bidder must submit a cashier's check, certified check or a bidder's bond in an amount equal to 10% of the total amount of the bid. Withdrawing Bids: No bidder may withdraw his bid for a period of ninety (90) days after the date and time set for the opening thereof, and no bid security shall be released prior to said date; provided, however, that the Choctaw County Board of Education may release the bid and bid security of unsuccessful bidders after confirming the technical and formal sufficiency of the bid and bid security of the three (3) lowest bidders. In no event shall the bid for security of the three (3) lowest bidders be released before execution with Choctaw County Board of Education of an Agreement with the successful bidder, or the expiration of ninety (90) days, whichever occurs first. Licensing/Qualifications: The Contractor shall possess either a Class A license or a combination of Class C-8, C-10, C-12 and C-32 licenses at the time this Contract is awarded. All work shall be performed by a licensed, bonded and insured contractor and his crew. Rejection of Bids: The Choctaw County Board of Education reserves the right to reject all bids.
