The City's objective is to maximize the development potential of these parcels by providing affordable housing and additional public parking to serve downtown. The City of Palo Alto ("City") owns 12 parcels located throughout the Downtown. The parcels currently serve as surface parking lots or garages. All of the parcels are zoned as Public Facilities (PF) District which is designed to accommodate governmental, public utility, educational, and community service or recreational facilities. A variety of land uses are also conditionally permitted. The City recognizes that the individual parcels are modestly sized and therefore seeks an innovative approach incorporating one or more sites to maximize the potential for critically-needed affordable housing and public parking. The Method of Contractor Selection has not been determined at this time.
