Renovation of a detention facility in Lebanon, Ohio. Completed plans call for the renovation of a detention facility.
The State intends to select an Architectural/Engineering (A/E) firm to provide design and construction administration services to provide facility security upgrades at the Warren Correctional Institution (WCI) in Lebanon, Ohio. WCI was opened in 1989 and has capacity to house approximately 1450 inmates. The scope of the project focus on providing security features to increase the safety of both staff and residents to include the following: 1. New interior fencing/gates to control/limit traffic to and from Entry Building, Visiting and Administrative offices. 2. Increase height of existing interior fencing (day fencing) between housing units and install razor ribbon. 3. Replacement of damaged interior doors in Food Service as well as Laundry and Programming Spaces within housing units. 4. Replacement of cell door lock hardware (approximately 65 in single housing unit). 5. Replacement of cell fixtures with higher security requirements (lighting, plumbing, door hardware). All necessary ancillary work which may be identified during site review and design development determined necessary is to be included in scope: this work should encompass all general construction items, including, but not limited to masonry repair, painting, electrical, plumbing, and site restoration. The POR will be developed by the selected A/E and should include comprehensive survey/field investigation/utility location to determine existing conditions and/or site limitations in relation to project scope and budget outlined above. The project scope will be evaluated, prioritized, and defined/redefined to align with the available funding. Development and evaluation of the project construction schedule will also be part of the POR stage. All facets of the project must comply with the Department of Rehabilitation and Corrections and OFCC policies and procedures. The Project primarily consists of: a. Replacing cell door locks and associated elements. b. Replacing cell doors and frames. c. Replacing commercial hollow metal doors and frames. d. Replacing existing day fences within secured perimeter. e. Addition of storm water structures and associated re-grading. f. Providing sink assemblies for cells (installation by ODRC). g. Replacement of electrical lighting fixtures within cells. Building 4 Kitchen / Dining Area 1. Do not start on site construction in this area until Detention Monitoring and Control programming has been completed and successfully demonstrated. 2. Kitchen / Dining Area will be occupied during the Kitchen / Dining Area's construction period. 3. Coordinate on site construction area barricades, security operations and work area with WCI Staff prior to commencement of work. Maintain a secure perimeter of the work area during construction by providing barricades and temporary security doors with padlock hasps. 4. Complete opening replacements sequentially. 5. When area is substantially complete, allow 5-Working Days for AE Substantial Completion Inspection. 6. Allow for AE Punch List correction period, but not less than one (1) Work Day.
