Renovation of an educational facility in Pleasant Hill, Illinois. Completed plans call for the renovation of a educational facility.
Work shall include the removal of existing shingles and associated sheet metal drip edge and the installation of new shingles and sheet metal drip edge along with painting existing soffits at Pleasant Hill Elementary School, Pleasant Hill, Illinois. All work shall be bid under one prime contract. All bidders shall submit and enclose with their bid signed certifications that the contractor is not barred from bidding on the contract as a result of a violation of either Section 33E-3 or 33E-4 of Article 33E, Public Act 85-1295 (Senate Bill 2002) effective January 1, 1989. Certification must be submitted on the form furnished in the Project Manual. Each bid shall be accompanied by a bid deposit in the form of a certified check or bid bond in the amount of 5% of the base bid, payable to the Pleasant Hill Community Unit School District No. 3, Pleasant Hill, Illinois. A Performance Bond and Payment Bond will be required of the bidder(s) to whom a contract is awarded. If any person contemplating submitting a bid for proposed contract is in doubt as to the true meaning of any part of the plans, specifications, or other proposed contract documents, he may submit to the A/E a written request for the interpretation thereof. The Contractor shall not submit a request after 72 hours before bid opening. Any interpretation of the proposed documents will be made only by Addendum duly issued and a copy of such Addendum will be conveyed electronically (emailed or faxed) to each person receiving a set of documents. The A/E will not be responsible for any other explanation of interpretation of the proposed documents. All Prime Contractors requesting Bid Documents sent to them, will be shipped via UPS Ground and the contractor shall remit a separate check (non-refundable) made payable to the A/E in the amount of $25.00 per set for shipping and handling. Material suppliers may purchase copies of the drawings and specifications at a cost of $7.00 per sheet of drawings and 40c per page of specifications, non-refundable. Contractors submitting proposals shall complete them in accordance with schedule in Instructions to Bidders. When the word Owner occurs in the Contract Documents, it shall apply to the Board of Education, Pleasant Hill Community Unit School District No. 3, Pleasant Hill, Illinois, or its authorized representative. When the word Contractor occurs, it shall apply to any firm or individual having a direct contract with the Owner. When the word Subcontractor occurs, it shall apply to any firm or individual having a direct contract with the Contractor. All bidders are advised that the law concerning prevailing wage rates shall comply with all requirements of the Illinois Prevailing Wage Act. The latest published prevailing wage rates have been included within the Project Manual along with stipulations on updates by the Office of the State of Illinois, Department of Labor, telephone 217/782-6206. No bid may be withdrawn for 60 days after date of opening of bids and the Owner reserves the right to waive any and all informality on bidding and the right to reject any or all bids or any part thereof and to accept the bid or bids being most favorable to the Owner after all bids have been examined and evaluated. The Owner's waiver of any breach or failure to enforce any of the terms and conditions of the Advertisement for Bids or Instructions to Bidders, shall not in any way affect, limit, or waive the Owner's right thereafter to enforce and compel strict compliance with every term and condition thereof.
