The Town of Zolfo Springs requests proposals from qualified individuals or firms to provide administration services and/or engineering services for a State of Florida, Small Cities Community Development Block Grant (CDBG), in the Neighborhood Revitalization category. The Town has been awarded a CDBG NR in the amount of $700,000 for the FY 2021/22 funding cycle; therefore, procurement and contracting will follow CDBG regulations. Grant administration services include complete management, such as, but not limited to: environmental review, financial management, minority business, enterprise/contract reporting, record keeping, filing, request for funds, amendments and rescoring if needed, identify potential conflicts of interest, attend monitoring visit and prepare response for any findings, fair housing, updating civil rights profile, labor standards, procurement of contractor, closeout documents for the project. Engineering services may include, but not be limited to, preliminary evaluation/investigation, feasibility analysis, testing, design, architectural strategies, cost estimating, contract and construction management, inspection, resident observation and other similar services. Types of projects anticipated include water main improvements (replace piping networks with new water main piping, vales, fire hydrants, and other required improvements); and rehabilitation of two lift stations that repumps the Town's wastewater to the treatment facility. Procurement of these professional services shall comply with Florida's Consultants' Competitive Negotiation Act (CCNA), Chapter 287.005, Florida Statutes and the Zolfo Springs ordinances. Proposals will be considered on an equal competitive basis. No bid or proposal will be accepted from individuals or firms on the convicted vendor list. Should include a public entity crimes form. Each response must be described separately and will be evaluated using the following criteria. 1. Experience with the Florida Small Cities CDBG Program 20 points 2. Experience and capacity of management and staffing team 20 points 3. Approach to Task and management work plan 20 points 4. References Minimum of five ongoing projects for which you are responsible: Engineering-20 points, Administration-15 points 5. Ability to become quickly familiar with local conditions 20 points 6. Fee 05 points (Administration Only) 7. MBE/WBE shall prevail in the event of a tie Proposals for administration services must indicate a fee for the service. Please quote your fee as a lump sum with an explanation of the basis for the fee. Certified MBE/WBE firms are encouraged to submit certification documents with their proposal. Evaluation and selection of proposals will occur in accordance with CDBG requirements The Town of Zolfo Springs reserves the right to reject any or all proposals, to waive any minor informalities or minor irregularities in the proposal process, all things being considered equal.
