Federal# / IRIS Program#: 0A33026 / CFHWY00130 - Sterling Safety Corridor Improvements MP 82.5 to 94 - The project proposes to improve the Sterling Highway between Sterling and Soldotna to improve safety, reduce congestion, and increase travel efficiency. The Preferred Alternative would construct a four-lane divided highway, with a depressed median from approximately Handley Street in Sterling to Kleeb Loop in Soldotna, with each end transitioning to a four-lane highway divided with a center two-way left-turn lane to tie back into the existing lane configurations. Additional improvements include median breaks with dedicated left-turn lanes, frontage road and pedestrian facility construction, utility relocations, vegetation clearing, drainage improvements, and roadside hardware upgrades. Region: Central Region A two-step selection process will be used to select a Design Builder for the project. In response to the RFQ, Prospective Proposers will submit their Statements of Qualification for review and scoring. A List of Prequalified Prospective Proposers will then be published and those named entities will be invited to participate in Step 2: the RFP and Proposal process. The selected Design-Builder will provide design and construction services to design and construct a four lane divided highway from approximately Sterling Highway MP 82.5 to 94. The proposed federally funded project will improve safety and reduce congestion. See Project Description and Scope of Work (Attachment A). On the Job Trainees/Apprentices (item 645): None Engineer's Estimate Range: Between $70,000,000 and $80,000,000 The Project Completion date will be September 30, 2025. AKDOT - RFQ D/B - Sterling Safety Corridor Improvements MP 82.5 to 94 Design-Build *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Preferred Alternative would construct a four-lane divided highway with a depressed median from approximately Handley Street in Sterling to Kleeb Loop in Soldotna, with each end transitioning to a four-lane highway divided with a center two-way left-turn lane to tie back into the existing lane configurations. The proposed project corridor would be developed as a partial limited access facility with allowable access points defined by breaks in controlled access lines. Additional improvements include median breaks with dedicated left-turn lanes, frontage road and pedestrian facility construction, utility relocations, vegetation clearing, drainage improvements (including replacing the existing culvert at Soldotna Creek), installing continuous lighting, fish passage culvert replacement, and roadside hardware upgrades The Design-Builder will provide all design necessary to complete and construct the Sterling Safety Corridor MP 82.5-94 project including but not limited to; roadway geometrics and design, geotechnical considerations, any required retaining walls or structures (none currently anticipated), drainage, maintenance of traffic, signing, lighting, instrumentation, traffic markings, utility relocations, aesthetics and landscaping, environmental compliance, public information, right-of-way considerations, protection of airspace considerations, quality program, removal of structures and obstructions, and warranties. All construction will need to minimize impacts to the adjacent environmental areas as described in the EA and other project documents.
