The purpose of this contract is to provide engineering and related services to King County Department of Natural Resources and Parks, Wastewater Treatment Division ("County") to develop and evaluate alternatives for the Mouth of the Duwamish River (MOD) project. The Consultant shall perform Alternatives Analysis for the design and construction of facilities that control five County combined sewer overflow (CSO) outfalls. The five CSO outfalls include the Chelan Ave. (DSN 036), Hanford #2 (DSN 032), Lander St. (DSN 030), Kingdome (DSN 029), and King St. (DSN 028) CSO outfalls. Three Seattle Public Utility (SPU) CSO outfalls, SPU 99, SPU 107 and SPU 111, shall be evaluated for potential incorporation into the Mouth of Duwamish project. Collectively, the eight CSO outfalls are known as the Mouth of Duwamish CSO outfalls. The contract is anticipated to be phased as follows, as detailed below in the Scope of Work: Phase 1: Alternatives Analysis - anticipated duration 24 months Phase 2: Facility Plan Development, Preliminary Design - anticipated duration 24 months Phase 3: Final Design Bidding Services, Services During Construction anticipated duration 24 months. The Consultant on this project shall coordinate closely with the PMOA regarding overall project vision and strategy, schedule, construction, equity, social justice, community outreach and project delivery plan including collaborative approaches to project delivery.
