Contractor Awarded Address: SANTA FE SPRINGS CA 90670-2534 US Base and All Options Value (Total Contract Value): $1,365,260.85 Pre-Solicitation Notice Punta Gorda Oil House Rehabilitation King Range National Conservation Area 140L1223R0001 The Bureau of Land Management (BLM), Arcata Field Office (AFO) has a requirement to rehabilitate the Oil House building located at the historic Punta Gorda Light Station (Humboldt County, California) in the Northern California King Range National Conservation Area, following Secretary of Interior Standards for the Treatment of Historic Properties to ensure the following objectives are met: o Structural stability o Public safety o Prevention of further deterioration Key features of the Oil House project are: o Remove and replace existing concrete retaining walls and slab on grade as indicated in the construction documents. o Remove and replace existing concrete roof while maintaining the original historic aesthetic. o Remove and replace deteriorated wall panels as indicated. o Repair cracks and spalled concrete and/or corroded reinforcing at all remaining surfaces. o Contractor shall install an underpinning system for the stem walls on the north and west sides of oil house building as specified in the construction documents. o Remove both large cast iron tanks and associated metal piping located inside the oil house building. Properly dispose of tanks and piping offsite in a manner acceptable to the Government. NOTE: This task is a deviation from the construction drawings which call for restoration of the tanks. o Remove large cast iron tank located outside the oil house. Properly dispose of the tank offsite in a manner acceptable to the Government. o Finish all concrete surfaces with high performance protective coatings to protect from the harsh marine environment. o Install new perimeter drainpipe. o Regrade surrounding site to ensure positive drainage. o Restore all disturbed areas around the oil house, the base camp at Mattole Campground, and all access routes to the same or better condition as before commencement of mobilization and construction. o Properly dispose of all waste materials offsite in a manner acceptable to the Government. The site is in a remote location and vehicular access is limited. (No roads only trails) The period of performance for this requirement is 122 days beginning in Spring 2022 estimated on-site work to start around June 1 st, 2022. The BLM will issue a Total Small Business Set-Aside competitive solicitation in February 2023. The BLM anticipates issuing a single firm fixed price award from this solicitation. Davis Bacon Act (DBA) is applicable and the appropriate DBA Wage Determination(s) will be included in the solicitation. The Magnitude is Between $1,000,000 and 5,000,000. The competitive solicitation, 140L1223R0001, is in accordance with Federal Acquisition Regulation (FAR) Part 19.5, Set-Asides for Small Business. The NAICS code for this acquisition is 236220 Commercial and Institutional Building Construction. The small business size standard for this NAICS code is $39.5 million. All materials must be in accordance with the Buy American Act. A Request for Proposal (RFP) solicitation package will be available electronically at https://sam.gov/ and will be posted for 30 days. Potential offerors are responsible for monitoring https://sam.gov/ for the release of the solicitation package, any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov. A site visit date, time and meeting location will be provided in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site (includes soils samples time if needed) and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. Award will be based on best value to the Government in accordance with Federal Acquisition Regulations (FAR). This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
