Site work and paving for a mixed-use development in Waynesboro, Georgia. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The work shall consist of furnishing all products and equipment and performing all labor necessary to perform the following: The construction and installation including building, but not limited to, a 12 well, 200 HP vertical turbine, ductile iron water piping, iron filtering system, site grading, chain-linked fence, electrical components, chemical feed systems, sediment and erosion control, grassing, GAB access road, asphalt parking lot, and appurtenances. Time allotted for completion of work is one hundred eighty (180) calendar days. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one (1) Contract. Any Contractor performing the scope of work must have a license or employ a subcontractor who is licensed by the State of Georgia as a Licensed Well Driller. Contractor shall also have a General Contractors license. Bids shall be accompanied by a bid bond or certified cashiers check in an amount not less than 10% of the base bid. This project (EDA Investment No. 04-01-07633) will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program. Funding is also provided by the City of Waynesboro. This project is covered under the requirements of Section 3 of the HUD Act of 1968. Contractor shall comply with E-Verify regulations. Any bid received after said time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days. Project will be awarded to the lowest bid submitted that meets all requirements of the project. All bonds shall be by a surety company licensed in Georgia with an A minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of Bests Key Rating Guide Property Liability. Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a Power of Attorney authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. Owner reserves the right to reject any or all Bids and to waive informalities, including without limitation, the rights to reject any or all nonconforming, non-responsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
