This is a request for proposal (RFP) for the Civil Engineering Building and Utilities Mechanical III (CE BUMP III) effort at Arnold AFB. This requirement is being solicited as competitive 100% small business set-aside, utilizing a subjective tradeoff based upon an integrated assessment of Past Performance and Price. The CE BUMP III effort is a follow-on acquisition, which includes mechanical installation, minor construction, infrastructure sustainment, maintenance and repair of heating ventilation and air conditioning (HVAC) systems, water systems (raw, potable, industrial, fire protection), steam systems, and fuel systems projects at Arnold Air Force Base (AFB), TN. These projects include the sustainment, restoration and modernization (SRM) of existing capabilities (compatibility with current control systems are the only restriction) to support the research development test and evaluation (RDT and E) mission at Arnold AFB. 2. The period of performance (PoP) for the CE BUMP III acquisition is five years from award. 3. This contract will be firm-fixed-price (FFP). 4. The Government intends to award a minimum of two and up to four basic contracts. 5. The maximum dollar amount over the life of the contract is $99M. The guaranteed minimum amount over the life of the contract will be $1K. 6. Projects under the resulting contract will be issued in the form of Task Orders. 7. The Seed Project Task Order disclosure of magnitude (Ref: FAR 36.204) is between $250K and $500K. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
