The City of Marlborough ("City"), the Awarding Authority, invites bids from contractors for the Downtown Area Sewer Rehabilitation Project in Marlborough, Massachusetts, CONTRACT NO. ED 2023-01 for the Department of Public Works-Engineering Division in accordance with the documents prepared by the City of Marlborough. The project consists of cementitious manhole rehabilitation of 34 existing sewer manholes (271 VF) and installing 4,472 FT of cured-in-place pipe within 6", 8", 10", 12", 14", 15", 16" and 18" sewer main and 170 FT of cured-in-place pipe within a 30" drain line, including all labor, material and equipment necessary to complete the Work. The estimated project cost is $294,954.79. Bids are subject to M.G.L., c. 30, 39M, and to minimum wage rates as required by M.G.L c.149, 26 through 27H inclusive. Bids shall be accompanied by a bid deposit of not less than five (5%) percent of the value of the bid in accordance with M.G.L. c. 30, 39 M (a), and made payable to the City of Marlborough, the Awarding Authority. The bid deposit may be submitted in the form of a certified check, a treasurer's or cashier's check issued by a responsible bank or trust company or a Bid Bond. In lieu of a Bid Bond, deposit checks must be submitted in a sealed envelope with a completed Bid Bond Affidavit form and received by the City before the bidding deadline. The Bidder must also submit a completed Bid Bond Affidavit form with their electronic bid. Bidders may download a blank Bid Bond Affidavit form portal. Due to COVID-19 bidding protocols, at this time, the City is not accepting cash bid deposits. In accordance with the provisions of applicable statutes, laws, rules, regulations, and ordinances, the City of Marlborough does not discriminate in employment or the provision of services and all qualified contractors will receive consideration without regard to race, age, color, religious creed, gender, handicap, sexual orientation, veteran's status or national origin. The City reserves the right to cancel this procurement process, or reject in whole or in part any and all bids, if the City determines that cancellation or rejection serves the best interests of the public to do so.
Time is of the essence for this Agreement. The Contractor shall commence work under this Contract on the date specified in the written "Notice to Proceed" and shall bring the Work to Substantial Completion within 60 calendar days of said date.
