DESCRIPTION The Franklin County Board of Supervisors is seeking sealed proposals from qualified firms/offerors to provide Construction Management, Inspection, and Soil and Materials Testing (CMI-MT) services for the construction of the Summit View Business Park - Connector Road Project (the "Project"). The Summit View Business Park - Connector Road Project construction project is generally described as the construction of a two-lane wide road with curbed median to be built to state standards and taken into the state secondary road system. The project will also include the extension of various public utilities. The Connector Road, when completed, will connect the north and south regions of the Summit View Business Park. The road is currently being designed by Timmons Group of Richmond. The design is expected to be completed in 2023 with project construction completed no later than December 2024. Franklin County has received grant funding from the U.S. Economic Development Administration, as well as from VDOT. The successful respondent shall be expected to follow all requirements and regulations related to grants from the U.S. EDA, the VDOT SmartScale program, and the VDOT Revenue Sharing program. The successful respondent will work as part of the Project Team that includes the engineer, VDOT staff, County staff, utility providers, and grant agency representatives. Due to the size, cost, and complexity of the project, the County is looking to hire a CMI-MT firm during the design phase to help ensure a smooth project completion The material submitted in response to the RFP becomes the property of the County of Franklin and will only be returned to the consultant at the county's option. Responses are public documents and may be reviewed by any person after the final selection has been made. The County of Franklin has the right to use any or all ideas presented in reply to this request. Disqualification of a consultant does not eliminate this right. The County of Franklin reserves the right to contact any references or any client listed in the documents for information which may be helpful to the County in evaluating the consultant's performance on previous assignments.
