Site work for a water / sewer project in Ashland, Missouri. Conceptual plans call for site work for a water / sewer project.

This document constitutes a request for competitive, sealed qualifications (Request for Qualifications) for the provision of professional engineering services for the Water Department of the City of Ashland, Missouri. The city is seeking proposals from qualified consultant firms that are interested in providing the following scope of services. GENERAL WATER SYSTEM BACKGROUND: The city's water supply sources include two deep wells with submersible pumps and motors, one well located at 508 North Henry Clay (Well No. 5) and the other well located at 5260 West Red Tail Drive (Well No. 6). The city has two elevated storage tanks located on site with the north Henry Clay and Red Tail Drive water supply wells. The north Henry Clay water storage tank has a capacity of 300,000 gallons and the Red Tail Drive (newest) water storage tank has a capacity of 500,000 gallons. The city has a SCADA system to control the water level in each tank. The Fiscal Year 2022 (May 1/April 30) average water usage was approximately 290,000 gallons of water per day. As of August 2022, the city had approximately 2,106 water service connections. There are no booster pump stations or control valves within the distribution system. The city has one water supply emergency interconnection with Consolidated Public Water Supply District No. 1 of Boone County that needs to be modeled. The City of Ashland's 2021 Annual Water Quality Report is available for review. The most recent DNR completed engineering sanitary survey was completed on May 25, 2022 and is also available for review. The city's water system operates under the Public Water System ID Number MO3010033. SCOPE/GOAL: Prepare a Water System Master Plan Report to include at least the following features. 1. Population, demographic and land use planning characteristics. 2. Water demand forecasts. 3. Create a complete water system model to analyze distribution system hydraulics to identify necessary facility and water system improvements and to meet expansion and provide system reliability and meet level of service standards. The city prefers the use of WaterGEMS model which has the capability to run on top of ArcGIS for easier integration of GIS data. The model must be capable of providing extended period analysis and able to model system looping. 4. The model must be capable of modeling pumps, elevated storage tanks, wells, distribution system and any other commonly used water system equipment. 5. Calibrate the water system model through the use of pressure chart recorders and flow testing. 6. Evaluate supply and storage capacities relative to the Missouri Department of Natural Resource (MDNR) Minimum Design Standard for Missouri Community Water Systems (2013). 7. Develop a Capital Improvements Program (CIP) with staged planning level improvements up to the year 2043. 8. It is the City's intent to become enrolled in MDNR's Owner Supervised Program. All requirements in MDNR Form MO 780-2928 would need to be met and covered in the prepared master plan in order for the City to apply to become enrolled in the Owner Supervised Program. 9. The Master Plan Report must adhere to the MDNR Minimum Design Standards for Missouri Community Water Systems effective December 10, 2013. All questions concerning the solicitation and specifications shall be submitted in writing via email to John Conway, at jconway@ashlandmo.us. Any oral responses to any question shall be unofficial and not binding on the City of Ashland. Questions must be submitted no later than 5:00 p.m. on February 1, 2023. WATER GIS: The City's existing GIS system uses ESRI ArcGIS Suite for all data storage, editing, and viewing. The selected firm must use ESRI ArcGIS for all proposed GIS updates and must be capable of providing the City with access to the developed mapping through ArcGIS Online. The firm must be familiar with processes required for georeferencing and digitizing .pdf and .dwg files from existing City mapping to view those files accurately within ArcGIS Online. The firm must also be capable and have the equipment required to collect field data using the ArcGIS Field Maps application using a GPS unit with a minimum horizontal accuracy of 5 feet for water meters, tanks, wells, fire hydrants, interconnection with Cons. Boone #1 and distribution system. The method of contractor selection has not been determined at this time
